«Նոր Սահմանադրության նախագծի հետ որքան ծանոթանում ենք, այնքան ամրապնդվում է կարծիքը, որ հեղինակների հետ մի բան այն չէ, և առնվազն սթափ վիճակում չեն գրել տեքստը: Ում մտքով կանցներ, որ օրերից մի օր իրենց իրավաբան և սահմանադրագետ համարող մասնագետների խումբը կառաջարկի Սահմանադրության տեքստում սպանությունն արդարացնող ձևակերպում ներառել:
Ինչպե՞ս, բացատրենք նախագծի 23-րդ «Կյանքի իրավունքը: Մահապատժի արգելքը» հոդվածի 2-րդ կետում բառացի գրված է «Կյանքից զրկելը չի համարվում սույն հոդվածի խախտում, եթե այն հետևանք է այնպիսի ուժի գործադրման, որը բացարձակապես անհրաժեշտ է»: Մինչդեռ գործող Սահմանադրության մեջ այսպես է ձևակերպված. «Յուրաքանչյուր ոք ունի կյանքի իրավունք: Ոչ ոք չի կարող դատապարտվել կամ ենթարկվել մահապատժի»: Ու եթե գործող Սահմանադրությունում լիներ նոր նախագծում առկա ձևակերպումը, ապա 2008-ի մարտի 1–ի դեպքերից հետո կարող էին ասել, որ 10 մարդու սպանությունը «բացարձակապես անհրաժեշտ է» եղել»,–գրում է թերթը։
