Հայաստանի Հատուկ քննչական ծառայությունը սուտ մատնությունների մասին հաղորդագրությունների մի հետաքրքիր շարք է սկսել, որոնց եթե հավատանք՝ դատապարտյալները, իրավապահ մարմինների հետ առնչվող քաղաքացիները մեկուսարաններում, քննչական գործողությունների վայրերում հրաշալի ընդունելության ու պատվի են արժանանում, սակայն ապերախտորեն սուտ մատնություններ են տալիս այն մասին, թե ՔԿՀ աշխատակիցները կամ քննիչներն իրենց խոշտանգել են, ծեծել, հայհոյել եւ այլն:

Երեկ, հիշեցնենք, որ գրել էինք սյունեցի մի քաղաքացու պատմություն, որը նախ՝ դատապարտվել էր քննիչին կաշառք տալու, այնուհետ՝ սուտ մատնության համար: Այսօր ՀՔԾ-ն սուտ մատնության մասին հերթական հաղորդագրությունն է տարածել: ՀՔԾ-ում քննվող քրեական գործի նախաքննությամբ հիմնավորվել է, որ «Հրազդան» քրեակատարողական հիմնարկում պատիժը կրող դատապարտյալ Արմեն Նալբանդյանը ծանր հանցագործության կատարման մեջ հանիրավի մեղադրել է քրեակատարողական վարչության աշխատակիցներին: Մասնավորապես՝ Նալբանդյանը քրեակատարողական վարչության ծառայողներին մեղադրել է բռնություն գործադրելով պաշտոնեական լիազորություններն անցնելու՝ ՀՀ քրեական օրենսգրքի 309-րդ հոդվածի 2-րդ մասով նախատեսված ծանր հանցագործության կատարման մեջ:

Իսկ ավելի ուշ՝ այս տարվա փետրվարի 17-ին, Նալբանդյանը հրաժարվել է իր խոսքերից: Պաշտոնատար անձանց կողմից առերեւույթ բռնության գործադրմամբ զուգորդված պաշտոնեական լիազորություններն անցնելու փաստի առթիվ հարուցված քրեական գործի նախաքննության ընթացքում դատապարտյալը հայտնել է, որ ՔԿՎ աշխատակիցներն իրականում իրեն ծեծի չեն ենթարկել, մարմնական վնասվածքներ չեն պատճառել, ընդհակառակը, դեպքի օրն ինքը չի ենթարկվել հիշյալ վարչության ծառայողների օրինական պահանջներին: Այսինքն, ըստ ՀՔԾ-ի, Նալբանդյանը, գիտակցելով իր տրամադրած տեղեկատվության կեղծ լինելը, ծանր հանցագործության կատարման մեջ անհիմն մեղադրել է ՀՀ ԱՆ քրեակատարողական վարչության ծառայողներին, ինչի համար նրան մեղադրանք է առաջադրվել ՀՀ քրեական օրենսգրքի 333-րդ հոդվածի 2-րդ մասի 1-ին կետով: ՀՀ հատուկ քննչական ծառայությունում ավարտվել է հիշյալ քրեական գործի նախաքննությունը: Գործը մեղադրական եզրակացությամբ հանձնվել է դատավարական հսկողություն իրականացնող դատախազին՝ այն հաստատելու եւ դատարան ուղարկելու համար: Ի՞նչ է ստացվում: ՔԿՎ-ներում ամեն ինչ հոյակապ է, աշխատակիցները դատապարտյալներին չեն ծեծում, իսկ դատապարտյալների մեջ սուտ մատնության մի ցեց է նստած: Դատապարտյալները փորձում են արատավորել ՔԿՎ աշխատակիցների բարի համբավը:

Այս տրամաբանությամբ՝ չբացառենք, որ սուտ մատնության մեղադրանք կառաջադրվի նաեւ քաղաքացիական ակտիվիստ Վարդգես Գասպարիին, ով հրապարակավ հայտարարել է, որ իրեն կալանավայրում ծեծել են, ճնշել, այլ բռնությունների ենթարկել, եւ նրա այդ հայտարարությունը պաշտոնապես հերքվել էր Արդարադատության նախարարության ղեկավար կազմի կողմից:
