Կառուցողական փուլ` ՀՀ-ԵՄ հարաբերություններում

Հայաստան-ԵՄ հարաբերությունները թևակոխում են կառուցողական փուլ, ինչը պայմանավորված է հարաբերությունների նոր մոդել ձևավորելու գործընթացի հանգամանքով: 2015թ-ին ՀՀ-ն և ԵՄ-ն վերսկսեցին հարաբերությունների նոր իրավական բազայի ձևավորման շուրջ բանակցությունները, որոնք ընդհատվել էին 2013 թ-ի սեպտեմբերի 3-ին, երբ Երևանն Արևելյան գործընկերության Վիլնյուսի գագաթաժողովից երկու ամիս առաջ հայտարարեց ԵՏՄ-ին անդամակցելու որոշման մասին:
ՀՀ-ԵՄ բանակցությունների ավարտին նախատեսվում է կնքել շրջանակային համաձայնագիր, որը կլինի իրավաբանական ակտ՝ իր քաղաքական և տնտեսական բաղադրիչներով: 2016թ-ի փետրվար ամսին Բրյուսելում կայացավ Հայաստանի և Եվրամիության միջև հարաբերությունների նոր իրավական հիմք ձևավորելու շուրջ բանակցությունների երկրորդ փուլը, որի ընթացքում երկուստեք արձանագրվեց գրանցված առաջընթացը և նախանշվեց ապագա քննարկումների շրջանակն ու ժամանակացույցը։
Վերջերս տեղի ունեցած վերանայման արդյունքում Եվրոպական հարևանության քաղաքականությունը (ԵՀՔ) կենտրոնանում է ԵՄ բոլոր գործընկեր պետությունների կայունության և դիմակայության ամրապնդման վրա, անկախ ԵՄ-ի հետ նրանց ինտեգրման կամ քաղաքական ասոցացման մակարդակից։ Այս համատեքստում առանցքային նշանակություն է ստանում նախօրեին Եվրամիության արտաքին հարաբերությունների և անվտանգության քաղաքականության բարձր ներկայացուցիչ Ֆրեդերիկա Մոգերինիի այցը Հայաստան: Վերջինս Հայաստանում կայացած հանդիպումներից մեկի ժամանակ նշել է, որ ԵՄ-ի և Հայաստանի միջև ավելի ամուր գործընկերության հաստատումը շահեկան է ոչ միայն երկկողմ հարաբերությունների, այլև ողջ տարածաշրջանի համար: Այս խոսքերը վկայում են այն մասին, որ ի դեմս Հայաստանի` ԵՄ-ն տեսնում է տարածաշրջանային գործընկերոջ, որը փորձում է տարբեր ուղղություններով առաջընթաց գրանցել ԵՄ-ի հետ հարաբերություններում:
Ամփոփելով նշենք, որ Հայաստանի և ԵՄ-ի շահերը երկուստեք գործակցության խորացման հարցում համընկնում են, ուստի անհրաժեշտ է, որ կողմերը համապատասխան քայլեր ձեռնարկեն հայաստան-ԵՄ համաձայնագրում հարցերի հնարավորինս լայն շրջանակ ընդգրկելու և առավել արդյունավետ համագործակցության հասնելու համար:
