Նախարարությունը կներկայացնի ընտանիքների անապահովության գնահատման համակարգի փոփոխությունների առաջարկներ

ՀՀ աշխատանքի և սոցիալական հարցերի նախարար Արտեմ Ասատրյանիգլխավորությամբ մարտի 2-ին քննարկվել է ընտանիքների անապահովության գնահատման համակարգում ընտանիքների անդամների նկատմամբ «բացակա» և «հարգելի բացակա» ծածկագրերը կիրառելու հիմքերի ուսումնասիրության իրականացման արդյունքները:

Ուսումնասիրությունն իրականացվել է նախարարի հրամանով, 2015թ. նոյեմբերից մինչև 2016թ. հունվարի 31-ը նախարարության աշխատակազմի ներքին աուդիտի բաժնի, վերլուծության և մոնիթորինգի վարչության կողմից:

Ընտրանքային կարգով ուսումնասիրություններ են իրականացվել հատկապես այն ընտանիքներում, որոնց կազմում «բացակա» և «հարգելի բացակա» անդամների վերաբերյալ կա պետական մարմիններից ստացված համապատասխան տեղեկատվություն, և այդ ընտանիքների անդամների տեսակարար կշիռը տատանվում է 3.7%-ից 39.3% միջակայքում:

Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ աշխատանքի և սոցիալական հարցերի նախարարության հասարակայնության հետ կապերի բաժնից, ընդհանուր առմամբ, 14 սոցիալական աջակցության տարածքային մարմիններում ընտրանքային սկզբունքով առանձնացված թվով 598 ընտանիքներից, որոնցից 423-ում նշված է «բացակա», իսկ 175-ում «հարգելի բացակա», 346-ին կատարվել են տնային այցելություններ, որոնց արդյունքում հստակեցվել է ընտանիքի կազմը, ընտանիքի անդամների ազգակցական կապը, ընտանիքի սոցիալ-տնտեսական և բնակարանային պայմանները, ավտոմե քենաների առկայությունը, անդամի ՀՀ-ում կամ արտերկրում գտնվելու հանգամանքը և այլն:

Կատարված 346 տնային այցելություններից 296-ը Պետական եկամուտների կոմիտեի և Ճանապարհային ոստիկանության տվյալների համադրումից են:

Քննարկման ընթացքում ներկայացված ուսումնասիրության և հնչած կարծիքների հիման վրա ձևավորվել է հստակ դիրքորոշում, համաձայն որի՝ անհրաժեշտ է համապատասխան փոփոխություններ իրականացնել գործող իրավական ակտերում:

Ամփոփելով քննարկումը` նախարար Արտեմ Ասատրյանը նշել է, որ այս քննարկումը մեկ անգամ ևս փաստում է, որ 1999թ. ներդրված` ընտանիքների անապահովության գնահատման համակարգը հիմնարար փոփոխությունների կարիք ունի: «Մեր քաղաքացին պետք է վստահություն ունենա համակարգի նկատմամբ, և այսօր համակարգում առարկայական խնդիրները պետք է քայլ առ քայլ լուծենք՝ մեր ձեռքում ունենալով նաև կարգավորիչ գիլյոտինի ու վերահսկիչ պալատի ուսումնասիրություններն ու առաջարկությունները»,- իր խոսքում ընդգծել է նախարարը:

Հանդիպման ավարտին նախարար Արտեմ Ասատրյանը հանձնարարել է բարձրացված խնդիրների վեաբերյալ ներկայացված առաջարկությունների հիման վրա տասնօրյա ժամկետում պատրաստել և ներկայացնել ՀՀ կառավարության որոշման նախագիծ: Իսկ համակարգային փոփոխությունների վերաբերյալ առաջարկություններն արդեն տարվերջին կներկայացվեն ՀՀ կառավարություն:

Հանդիպմանը ներկա էին նախարարի տեղակալներ, Վերահսկիչ պալատի ներկայացուցիչներ, նախարարության մոնիթորինգի և գնահատման, սոցիալական աջակցության վարչությունների աշխատակիցներ:
