Թևան Պողոսյանը խորհրդարանում կարճ ու դիպուկ խոսելու մշակույթի ձևավորման անհրաժեշտություն է տեսնում

Ընթացիկ տարում ամենակարևոր օրենքը, որ Ազգային ժողովը պետք է ընդունի, «Ազգային ժողովի կանոնակարգ»-ն է: «Արմենպրես»-ի փոխանցմամբ` նման տեսակետ արտահայտեց «Ժառանագություն» խմբակցության քարտուղար Թևան Պողոսյանը «ԱԺ մոնիտորինգ»-ի արդյունքների ներկայացմանը նվիրված ասուլիսի ժամանակ: «Ընտրական օրենսգիրք կարող ենք ընդունել, ընդունելի մակարդակի ընտրություններ անցկցնել, բայց լավ ընդունված խորհրդարանն առանց լավ Կանոնակարգի ինչ է անելու»,-ասաց Թևան Պողոսյանը: Նրա դիտարկմամբ` տիրապետելով այդ օրենքի նրբություններին` կարող ես դրանք «խաղացնել»: «Օրենքի նախագիծը կարողացել եմ անցկացնել խորհրդարան` օգտագործելով Կանոնակարգի մի քանի նրբություններ: Հանձնաժողովին խնդրել եմ, որ բոլորով դեմ քվեարկեն, երբ դեմ են քվեարկում, ես կարևոր եմ ճանաչում այդ նախագիծն ու մտցնում ԱԺ օրակարգ: Ժամանակին, երբ Եռյակը գալիս էր, օգտագործում էր 27 տոկոս ստորագրությունների ձևաչափը: ԱԺ-ի ամբողջ օրակարգը մենք տապալում էի նք ու մեր ուզած օրակարգն էինք բերում, քանի որ Կանոնակարգի պահանջ կար»,-հավելեց պատգամավորը:
Թևան Պողոսյանն անդրադարձավ նաև պատգամավորների ելույթների, հայտարարությունների, օրենքների վերաբերյալ քննարկումների հարցին` նշելով, որ պետք է ձևավորել կարճ ու դիպուկ խոսելու մշակույթ: «Ես չեմ ընդունում, որ խմբակցության բոլոր անդամները ելույթ են ունենում, վերջում էլ խմբակցության ղեկավարն է վեր կենում ու բոլորի անունից ելույթ ունենում. 6 ելույթ 5 հոգանոց խմբակցությունից, բա այդպես կլինի: Բոլորը, որ խոսեն, պետք է հետո շնորհակալություն հայտնենք չխոսացողներին, որ կարողացել ենք մի քանի օրենք ընդունել»,-նշեց Թևան Պողոսյանը:
Նա հիշատակեց անգլիական պառլամենտի օրինակը, որտեղ 30 րոպեում հասցնում է արտահայտվել 28 պատգավոր: «Ես հասկանում եմ, որ ավելի լավ է ունենալ խոսացողներ, քան չխոսացողներ, բայց դրա համար մշակույթ պետք է ձևավորել»,-եզրափակեց պատգամավորը:
ԱԺ 5-րդ գումարման 8-րդ նստաշրջանի ուսումնասիրությունը ցույց է տվել, որ ամենաակտիվ պատգամավորը ՕԵԿ խմբակցության պատգամավոր Հովհաննես Մարգարյանն է, ամենաբացակայածը` ԲՀԿ-ական Գագիկ Ծառուկյանը: Օրինագծերի քննարկմանը չի մասնակցել 131 պատգամավորից 67-ը` նախորդ նստաշրջանի 74-ի համեմատ: ՀՀԿ-ում 70 պատգամավորից հարց չի տվել ու ելույթ չի ունեցել 51-ը, ԲՀԿ-ում`33-ից 23-ը:
