Վլադ Ղարախանյանը ֆեյսբուքյան իր էջում գրում է.
ՀՀ կառավարությունն իր մարտի 3-ի նիստում հանդես է եկել ՀՀ քաղաքացիական օրենսգրքում և երեք օրենքներում փոփոխություններ և լրացումներ կատարելու օրենսդրական նախաձեռնությամբ: Օրինագծերի ընդունման արդյունքում Հայաստանում կձևավորվի էլեկտրոնային առևտրի և գործարքների էլեկտրոնային եղանակով կնքման բարենպաստ օրենսդրական միջավայր, ինչն իր հերթին կստեղծի էլեկտրոնային առևտրի հետագա զարգացման իրավական հիմքեր:
Այժմ գործող օրենքներում լիովին կարգավորված չեն էլեկտրոնային հաղորդակցություն ապահովող կապի միջոցներով գործարք կնքելուն առնչվող խնդիրները, ինչը խոչընդոտում է էլեկտրոնային առևտրի զարգացումը: 2015թ. հունիսին Լյուքսեմբուրգում տեղի ունեցած «Թվային տեսություն» համաժողովում ըմդունված հռչակագրի դրույթներն ուղղված են համախմբելու ԵՄ և Արևելյան գործընկերության անդամ երկրների ջանքերը թվային տնտեսության ոլորտում փոխգործակցություն ապահովելու նպատակով, այդ թվում` օրենսդրության ներդաշնակեցման միջոցով:
Կառավարության հաստատմանն արժանացած օրենսդրական փաթեթի մշակման ընթացքում ուսումնասիրվել են նաև ԵԱՏՄ անդամ-երկրների էլեկտրոնային առևտրի օրենսդրությունը, Եվրոպական պառլամենտի և խորհրդի` սույն ոլորտին վերաբերող հիմնարար սկզբունքներն ու դրույթները: Միևնույն ժամանակ 2012թ. Բանգկոկում տեղի ունեցած Ասիայի և խաղաղօվկիանոսյան տարածաշրջանի տնտեսական և սոցիալական հանձնաժողովի նստաշրջանում ընդունվել է էլեկտրոնային առևտրի աջակցման բանաձև, որի իրականացման ազգային պատասխանատու մարմինն է ՀՀ էկոնոմիկայի նախարարությունը:
Անցած տարվա ապրիլին տեղի է ունեցել Անդրսահմանային էլեկտրոնային առևտրի դյուրացման հարցերի միջկառավարական հանձնաժողովի առաջին նիստը, որտեղ ևս ընդգծվել է ոլորտը կարգավորող օրենսդրության անհրաժեշտությունը:
Առաջարկվող փոփոխությունների նախագծերը մշակել են ՀՀ էկոնոմիկայի և ՀՀ արդարադատության նախարարությունները` ԱՄՆ ՄԶԳ Ձեռնարկությունների զարգացման և շուկայի մրցունակության և Եվրոպայի խորհրդի ու Եվրամիության «Հայաստանի արդարադատության համակարգի անկախության, պրոֆեսիոնալիզմի և հաշվետվողականության ամրապնդումը» համատեղ ծրագրի օտարերկրյա և տեղական փորձագետների աջակցությամբ:
Հանրային իրազեկման նպատակով նախագծերը տեղադրվել են ՀՀ էկոնոմիկայի նախարարության պաշտոնական կայքէջում:
Օրինագծերը սահմանված կարգով կներկայացվեն ՀՀ Ազգային ժողով:
