ՀՔԾ լրատվական ծառայության կողմից ձեռնարկված քննչական գործողությունների արդյունքում բացահայտվել է այլ անձանց կողմից 2015-ի դեկտեմբերի 6-ի սահմանադրական փոփոխությունների հանրաքվեի թիվ 4/12 տեղամասում հինգ անձի փոխարեն քվեարկելու դեպք:

Մասնավորապես, ինչպես տեղեկանում ենք ՀՔԾ լրատվական ծառայությունից, հիշյալ հինգ քաղաքացիները նախաքննական մարմնին հայտնել են, որ իրենք 2015թ. դեկտեմբերի 6-ի Սահմանադրության փոփոխությունների հանրաքվեին չեն մասնակցել, ո´չ իրենց, ո´չ էլ որեւէ մեկի փոխարեն քվեարկություն չեն կատարել: Սրա հետ կապված՝ նշանակվել էր դատաձեռագրաբանական փորձաքննություն, ինչի արդյունքում պարզվել էր, որ նշված հինգ անձանց անունների դիմաց առկա ստորագրությունները կատարվել են ոչ թե հիշյալ տեղամասի հանձնաժողովի նախագահի, քարտուղարի կամ անդամների կողմից, այլ՝ այլ անձանց կողմից: Հատուկ քննչական ծառայությունում, համաձայն ՀՀ քրեական օրենսգրքի 153-րդ հոդվածի, հարուցվել է քրեական գործ հանրաքվեի թիվ 4/12 տեղամասում հինգ անձի փոխարեն քվեարկելու դեպքի առթիվ եւ ուղարկվել գլխավոր դատախազություն՝ քննչական ենթակայության կարգով ընթացքը լուծելու համար:

Հավելենք նաեւ, որ ՀՀ հատուկ քննչական ծառայությունում հանրաքվեի գործընթացների հետ կապված խախտումների փաստերով 2016-ի մարտի 3-ի դրությամբ հարուցվել եւ քննվել են 36 քրեական գործեր, որոնցից 8-ը մեղադրական եզրակացությամբ ուղարկվել է դատարան, 13-ը՝ կարճվել է, երկուսը՝ կասեցվել, 3-ը՝ ուղարկվել քննչական ենթակայության, իսկ 10 քրեական գործի նախաքննությունը դեռեւս ընթացքի մեջ է:

Ծանուցում. ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով:
