ՀՀ իշխանությունները հիմա փորձում են ֆինանսավորում հայթայթել անվճար նույնականացման կամ ID քարտեր թողարկելու համար.«Հայկական ժամանակ»

«Մեր տեղեկություններով, ՀՀ իշխանությունները հիմա փորձում են ֆինանսավորում հայթայթել ոչ միայն 2017-ի համապետական ընտրություններին ընդառաջ էլեկտրոնային գրանցման սարքավորումներ ձեռք բերելու, այլև Հայաստանի բոլոր ընտրողների համար անվճար նայնականացման կամ ID քարտեր թողաոկելու համար։ Դեկտեմբերի 6-ի սահմանադրական փոփոխություններից առաջ Ոստիկանությունը հրապարակեց, որ Հայաստանում կա 2 միլիոն 554 հազար ընտրող։ Այսօրվա դրությամբ ID քարտ ունի մոտ 620 հազար քաղաքացի։ Այսինքն, մոտ 1,9 միլիոն ընտրող չունի ID քարտ։
Նույնականացման քարտը ստանալու համար վճարվում է 3000 դրամ պետական տուրք։ Եթե իշխանությունները որոշեն 2017 թվականի Աժ ընտրությունների ժամանակ կիրառել միայն ID քարտեր, ապա առաջիկա 1 տարվա ընթացքում 1,9 միլիոն ընտրողի, անկախ այն հանգամանքից նրանք Հայաստանում են, թե ոչ, կամ ընտրություններին կմասնակցեն, թե ոչ, պետք է այդ քարտերից տան։ Եվ դժվար թե այդ բոլոր քաղաքացիները կամովին որոշեն նույն տարում ստանալ այդ քարտերից։ Այս դեպքում իշխանությունները պետք է այդ քարտերն անվճար բաժանելու որոշում կայացնեն։ Իհարկե, մինչև նման որոշում ընդունելը կամ այն իրագործելը 1,9 միլիոն քաղաքացիներից լավագույն դեպքում մոտ 100 հազարը կստանա այդ քարտից, բայց 1,8 միլիոն ընտրողի համար էլ իշխանությունները ստիպված կլինեն քարտ ապահովել։ Եվ այդ ծրագրի համար անհրաժեշտ կլինի մոտ 5,4 միլիարդ դրամ կամ մոտ 11 միլիոն դոլար։ Եվ ահա իշխանությունները 2017 թվականի ընտրությունների համար միջազգային կառույցներից նաև այս նպատակով են գումար ակնկալում։ Այդ սպասումներն ունեն շատ կարճ մոտ 23 ամիս ժամանակ, մինչև նոր Ընտրական օրենսգրքի ընդանում, որպեսզի այնտեղ ամրագրվի այդ դրույթը»,–գրում է թերթը։
