Որքա՞ն ներգաղթյալ է հանգրվանել Եվրոպայում 2015 թ. և ո՞ր երկրներից. վիճակագրական տվյալներ

Արմեն Պետրոսյանը Ֆեյսբուքյան իր էջում գրում է.
Ըստ Եվրոպական միության վիճակագրական ծառայության՝ Eurostat-ի կողմից հրապարակված տվյալների՝ 2015 թ. ԵՄ տարածք են ժամանել ռեկորդային թվով միգրանտներ՝ 1,25 մլն մարդ՝ մեծամասամբ մուսուլմանական երկրներից: Ներգաղթյալների ամենամեծ խումբը Սիրիայից է՝ շուրջ 363 հազար մարդ: 178.200 միգրանտ է ժամանել Աֆղանստանից, 121.500-ը՝ Իրաքից: Ներգաղթյալների ամենանախընտրած եվրոպական երկիրը Գերմանիան է, որտեղ հանգրվանել է 441.800 մարդ, ապա՝ Հունգարիան՝ 174.400 մարդ, եռյակը եզրափակում է Շվեդիան, որն ընդունել է 156.100 մարդ:
Վերոնշյալ տվյալները հաշվի առնելով՝ կարելի է փաստել, որ սիրիական հակամարտության հետևանքով տարածաշրջանում ստեղծված իրավիճակը լայնորեն օգտագործվում է տարաբնույթ խնդիրների հետևանքով սեփական երկրները լքել ցանկացող հարյուր հազարավոր մարդկանց համար, իսկ այս հանգամանքն էլ իրենց հերթին, որպես ԵՄ-ի վրա ազդելու գործուն լծակ, արդյունավետ կերպով բանեցնում են թուրքական իշխանությունները:
Այս համատեքստում, The Financial Times պարբերականի հրապարակած տեղեկատվության համաձայն, ԵՄ-ը և Թուրքիան բավական մոտ են ապօրինի ներգաղթյալների հետ կապված «հեղափոխական համաձայնագրի» ստորագրմանն, ըստ որի՝ հունական կղզիներ ժամանած միգրանտները հետ են վերադարձվելու Թուրքիայի տարածք. բացառություն են հանդիսանալու միայն Սիրիայի քաղաքացիները, ում փախստական դառնալու հիմնապատճառն անվտանգության խնդիրներն են: Բացի այդ, պաշտոնական Անկարան պարտավորվում է նաև առավել վճռականորեն կանխել մաքսանենգ եղանակներով մարդկանց դեպի եվրոպական երկրներ տեղափոխման գործընթացն, իսկ Բրյուսելի ներկա առաջնախնդիրն է հանդիսանում ներգաղթյալների՝ դեպի Թուրքիայի տարածք վերադարձի համակարգի մշակումը:
Վերը նշվածի առումով խնդիր է առաջանում մի քանի կարևոր իրողության վրա հավելյալ ուշադրություն դարձնելու: Նախ այն, որ հատկապես անցյալ տարվա ընթացքում փախստակնների նման հոսքերը դեպի ԵՄ տարածք փաստացի արտոնելու միջոցով թուրքական իշխանությունները փորձել են օգտագործել այս իրողությունն (իսկ ավելի ճշգրիտ՝ շանտաժի ենթարկել)՝ Արևմուտքի հետ բանակցություններում՝ սիրիական հակամարտության շրջանակներում սեփական շահերի հետ կապված առավել մեծ հաղթաթղթեր ձեռք բերելու համար, այնինչ, ինչպես համոզվում ենք վերը նշված վիճակագրական տվյալների միջոցով, սիրիացիների թիվը հազիվ կազմում է գաղթականների ընդհանուր թվի 30-35%-ը:
Հաջորդ ուշագրավ հանգամանքն այն է, որ Բրյուսել-Անկարա համաձայնության կայացման պարագայում Թուրքիայում էլ ավելի մեծ չափերի կհասնեն կոռուպցիոն ռիսկերը և հատկապես մինչ այժմ էլ եղած՝ սիրիական անձնագրերի թողարկման և վաճառքի գործընթացի հետ կապված. ՍԱՀ անձնագրի արժեքը Թուրքիայում ցայժմ կազմում էր 800-900 դոլար:
Եվ վերջապես, ծավալվող գործընթացներում, թերևս, ամենահետաքրքիրն այն է, թե բացի միլիարդների հասնող ֆինանսական աջակցությունից, էլ ի՞նչ ակնհայտ և ստվերային խոստումներ են տվել ԵՄ ղեկավարները թուրքական իշխանություններին. այս հարցի վերաբերյալ որոշակի եզրահանգումներ կարելի է կատարել արդեն առաջիկա ամսների ընթացքում:
