Եվրոպայի Հայերի համագումարի կողմից Գերմանիայի Դույսբուրգ քաղաքում կազմակերպված «Հայությունը ցեղասպանության 100-րդ տարելիցի ավարտին» եռօրյա գիտահետազոտական խորհրդաժողովի չորրորդ նիստը, որն ուներ «Ցեղասպանություն և պահանջատիրություն, քաղաքա-իրավական դաշտում պահանջատիրության հարցի պարզաբանում և հստակեցում» ընդհանուր խորագիրը, վարում էին դոկտոր Րաֆֆի Բեդիրյանը և Երվանդ Խոսրովյանը, ուր և հերթաբար, խոսք առան ֆրանսահայ իրավաբանները:

Ինչպես տեղեկացրին Եվրոպայի Հայերի համագումարի տեղեկատվական բաժանմունքից,  «Հայկական պահանջատիրությունը միջազգային օրենքում» թեմայով ելույթ է ունեցել Ֆրանսիայի Հայ իրավաբանների միության համանախագահ, իրավաբան  Վերժինի Տյուշեն։ Նա սկզբում անդրադարձ է կատարել Ֆրանսիայի Հայկական կազմակերպությունների աշխատանքները համակարգող խորհրդին, ապա խոսել միջազգային զանազան դատարաններում Հայկական հարցն արծարծելու հնարավորությունների և նրանց առջեւ ծառացած դժվարությունների ու արգելքների մասին։

Այնուհետ, «Ցեղասպանության փոխհատուցում: Իրավական հիմքեր, միջոցներ և մարտահրավերներ» թեմայով ելույթ է ունեցել, Մարդու իրավունքների միջազգային ֆեդերացիայի (F.I.D.H.) նախկին նախագահ, իրավաբան, միջազգային օրենքի մասնագետ Րաֆֆի Քալֆայանը, որը մանրամասնորեն բացատրել է միջազգային օրենքում տեղ գտած փոխհատուցման եղանակների, միջոցների, պայմանների և հնարավորությունների մասին:

Րաֆֆի Քալֆայանը խոսել է Թուրքիայի պետությունից հայապատկան կալվածների անհատական և հավաքական պահանջատիրության անհրաժեշտության մասին, նույն ժամանակ բացատրելով, թե փոխհատուցման գործընթացները կարելի է առաջ մղել Թուրքիայի կողմից Ցեղասպանության պաշտոնական ճանաչումից անկախ։ Նա նշել է, թե սույն գործընթացը պահանջում է զգուշություն, խոհեմություն և Հայաստան-Սփյուռք ամբողջական համագործակցություն:

Երկու զեկույցների ավարտին քննարկվել են հողային և կալվածային պահանջատիրության և ֆինանսական փոխհատուցման իրավական հիմքերի և կարելիությունների հարցերը:

Մարտի 4-6-ը Գերմանիայի Դույսբուրգ քաղաքում, Եվրոպայի Հայերի համագումարի նախաձեռնությամբ, կայացել է հայության հիմնահարցերին նվիրված գիտահետազոտական խորհրդաժողով՝ «Հայությունը ցեղասպանության 100-րդ տարելիցի ավարտին» ընդհանուր խորագրի ներքո, որում զեկույցով հանդես են եկան եվրոպահայ տարբեր համայնքների ներկայացուցիչներ:
