Դավիթ Հարությունյանն էլեկտրոնային գրանցումը կրկնակի քվեարկությունները կանխարգելելու հնարավորություն է համարում

Կառավարության կողմից Ընտրական օրենսգրքի նախագծի հաստատումն ընդամենը դրա շուրջ քաղաքական քննարկումների սկիզբն էր: Ընտրական նոր օրենսգրքի վերաբերյալ հանրային քննարկման ժամանակ այս մասին ասաց ՀՀ կառավարության աշխատակազմի ղեկավար-նախարար Դավիթ Հարությունյանը: «Ես այս հանդիպումն էլ դիտարկում եմ որպես նման քննարկումների դաշտ: Այսպիսի հանդիպումները կր կնվելու են, շարունակվելու են: Լինելու են քննարկումներ և Ազգային ժողովում, և այլ հարթակներում»,- նշեց Հարությունյանը:
Նա հստակեցրեց, որ Ընտրական օրենսգրքի հետ կապված չկան հարցեր, որոնք քննարկելի չեն: «Հաշվի առնելով այն սեղմ ժամանակացույցը, որ մենք ունենք՝ մենք իսկապես կցանկանայինք այս օրենսգիրքն ընդունել օր առաջ, սակայն մենք աշխատում ենք առանց շտապելու»,-ասաց նա:
ՀՀ կառավարության աշխատակազմի ղեկավար-նախարարը հավելեց, որ ընտրական օրենսգրքի վրա աշխատանքները շարունակվում են նաև կառավարության կողմից նախագիծը հաստատելուց հետո: Նրա խոսքով՝ կառավարությունն արդեն այս պահին ունի մի շարք առաջարկներ, որոնք քննարկման առարկա են դառնալու: «Այնպես որ, այստեղ չքննարկելի հարցեր չկան»,- վստահեցրեց Հարությունյանը:
Անդրադառնալով քվեարկության ընթացքում էլեկտրոնային գրանցման մոդելի ներդրմանը՝ Դավիթ Հարությունյանը նկատեց, որ այդ գործընթացի պատշաճ իրականացման դեպքում հնարավոր կլինի կանխել կրկնակի քվեարկությունների և ուրիշի փոխարեն քվեարկելու դեպքերը:
Դավիթ Հարությունյանը հավելեց, որ հնարավոր է նաև կատարելագործել էլեկտրոնային գրանցման, քվեարկության համակարգը, սակայն դրա համար հարկավոր է լիարժեք կոնսենսուս բոլոր քաղաքական ուժերի միջև, քանի որ դա կապված է նաև ֆինանսական լուրջ ծախսերի հետ:
Հայաստանում 2015թ. դեկտեմբերի 6-ին անցկացվեց Սահմանադրության փոփոխությունների հանրաքվեն: Նոր Սահմանադրությամբ ՀՀ Ընտրական օրենսգիրքը պետք է փոփոխությունների ենթարկվի մինչև 2016թ. հունիսի 1-ը:
