Շարմազանովը ՀԱՊԿ ԽՎ-ի խորհրդի արտագնա նիստում խոսել է ԼՂ հակամարտության մասին

Հավաքական անվտանգության պայմանագրի կազմակերպության խորհրդարանական վեհաժողովում հայկական պատվիրակության ղեկավար Էդուարդ Շարմազանովի ելույթ է ունեցելՀԱՊԿ ԽՎ-ի խորհրդի արտագնա նիստում: Ինչպես տեղեկացրին ՀՀ ԱԺ հասարակայնության և տեղեկատվության միջոցների հետ կապերի վարչությունից, Էդուարդ Շարմազանովը նշել է.
«Հարգելի գործընկերներ, 2015 թվականին Հայաստանի Հանրապետությունն ստանձնեց ՀԱՊԿ նախագահությունը եւ ՀՀ Նախագահի կողմից ներկայացվեցին Հայաստանի հիմնական առաջնայնությունները, որոնց մեջ որպես առաջնային ուղղություններ նշվել են ՀԱՊԿ-ի հավաքական անվտանգության ռազմավարությունը մինչեւ 2025 թվականը եւ դրա ընդունումը 2016 թվականին, ինչպես նաեւ արտաքին սպառնալիքներին միասնաբար դիմակայելու եւ տարբեր միջազգային հարթակներում փոխգործակցության անհրաժեշտությունը:
Մեծապես կարեւորում եմ, որ ՀԱՊԿ անդամ պետությունները եւ դրանց խորհրդարանական պատվիրակությունները միջազգային հարթակներում մշտապես դրսեւորեն հավասարակշռված դիրքորոշում եւ հանդես չգան այնպիսի հայտարարություններով, որոնք չեն բխում ոչ միայն ՀԱՊԿ անդամ առանձին պետությունների, այլեւ ՀԱՊԿ ընդհանուր շահերից:
Ցավոք, երբեմն բախվում ենք դեպքերի, երբ ՀԱՊԿ անդամ որոշ պետություններ միջազգային հարթակներում ոչ միայն չեն պաշտպանում իրենց դաշնակիցներին, այլեւ հաճախ հանդես են գալիս այնպիսի դիրքորոշմամբ, որը հակասում է ՀԱՊԿ-ի պաշտոնական դիրքորոշմանը: Սա անթույլատրելի է, եւ մենք պետք է անենք հնարավորը՝ նման բացասական երեւույթներն ապագայում բացառելու համար:
Կցանկանայի անդրադառնալ նաեւ ահաբեկչության, ռասիզմի եւ այլատյացության դրսեւորումներին: Կարծում եմ` սա մարտահրավեր է ուղղված ոչ միայն ՀԱՊԿ-ին, այլեւ ողջ մարդկությանը: Կոչ եմ անում մեր վճռական «ոչ»-ն ասել նմանատիպ բացասական երևույթներին առանց բացառության: Թույլ տվեք նշել, որ ՀԱՊԿ խորհրդարանական վեհաժողովի խորհրդի նախորդ նիստից հետո առայսօր իրավիճակը հայ-ադրբեջանական սահմանին մնում է մտահոգիչ: Մենք մշտապես հանդես ենք եկել եւ շարունակում ենք հանդես գալ բոլոր հիմնախնդիրների, մասնավորապես, ԼՂ հակամարտության բացառապես խաղաղ կարգավորման օգտին ԵԱՀԿ Մինսկի խմբի ձեւաչափով` երեք հայտնի սկզբունքների հիման վրա: Ռազմական հռետորաբանությունը, ուժի կամ ուժի սպառնալիքի կիրառումը պետք է ոչ միայն անթույլատրելի լինեն, այլեւ դատապարտվեն բոլորիս կողմից: Մեր կազմակերպության համար կենսական նշանակություն ունի իրերն իրենց անուններով կոչելը: Միայն այդ դեպքում մեզ կհաջողվի կանխել նման սպառնալիքների կրկնությունը»:
