Քաղաքագետ Ստեփան Գրիգորյանը Past.am-ի հետ զրույցում ներկայացրեց իր մոտեցումները՝ Ընտրական օրենսգրքի մի քանի կետերի հետ կապված:
 
Ըստ նրա՝ մի հարցում առաջընթաց է, մյուսներում՝ հետընթաց:
«Օրինակ՝ հետընթաց է, որ սահմանափակվում է դիտորդների և ԶԼՄ-ների քանակը: Ասացին՝ ռեֆորմ ենք անում, բայց այս հարցում հետընթաց կա: Դժբախտաբար, ես դրանում տեսնում եմ այն, որ իշխանությունները դեռ չեն ցուցաբերում քաղաքական կամք: Եթե դու ասում ես՝ ես բարեփոխում եմ անում, նոր ընտրական համակարգ եմ անում, ապա ինչո՞ւ ես փչացնում այնտեղ, որտեղ լավ էր: Սա տրամաբանական է: Մենք բազմաթիվ խնդիրներ ունեցել ենք, բայց դիտորդների քանակի հարցը երբեք խնդիր չի եղել»,- նշեց պարոն Գրիգորյանը:
 
Մեր զրուցակցին նաև շատ մտահոգում է լրացուցիչ ցուցակների հարցը: «Այն մարդիկ, որոնք քվեարկության օրն ուրիշ տեղ կլինեն,հանում են իրենց գրանցումը: Նրանք, ովքեր չկան լրացուցիչ ցուցակներում, գալիս և գրանցվում են: Կամ մյուս հարցը՝ շրջիկ արկղի գաղափարը: Այս հարցերը կբարդացնեն ընտրությունների ընթացքն ու դիտորդների խնդիրները, քանի որ դիտորդները պետք ամբողջ Հայաստանով ման գան՝ ով որ վայրի գրանցումից դուրս եկավ, արդա՞ր է քվեարկում, թե՞ արդար չէ, նաև շրջիկ տուփերը պետք է վերահսկել:
 
Ֆորմալ տեսանկյունից դուք կարող եք ասել, որ դա մարդու իրավունքն է, քանի որ հիվանդ մարդն էլ իրավունք ունի քվեարկել, բայց փորձեք ստուգել այդ ամենի արդար կազմակերպումն ու անցկացումը: Մտեք հիվանդանոցներ և նայեք՝ բոլո՞ր քվեարկողներն են հիվանդ մարդիկ»,- ասաց քաղաքագետը:
 
Ստեփան Գրիգորյանի համար անընդունելի նաև պատգամավորների թվի պակասը:
Ըստ նրա՝ 30 պատգամավորի պակասն արվելու է հենց ընդդիմադիրների հաշվին: «Ֆորմալ առումով կարող են ասել՝ տնտեսում ենք անում: Ես էլ կարող եմ ասել՝ փակեք պառլամենտը, եթե ուզում եք տնտեսել: Սրանից լավ տնտեսումն էլ ո՞րն է: Հիմնական ակտիվ պատգմավորները չեն անցնի պառլամենտ, որ թիվը դառնա 101: Պոպուլիստական տեսանկյունից, թվում է,որ շատ լավ է, քանի որ կրճատվում են ծախսերը, բայց ո՞ւմ հաշվին:
 
Գիտենք նաև, որ ԱԺ պատգամավորները մտնում են տարբեր պատվիրակությունների կազմի մեջ, կան պառլամենտական մշտական հանձնաժողովներ: Բոլորը չեն կարող 10-ից ավելի հանձնաժողովում էլ լինել»,-ընդգծեց Ստեփան Գրիգորյանը՝ ակնկալելով իր նշած հարցերի շուրջ քննարկումներ:
