Հովիկ Աբրահամյանը կարևորել է անշարժ գույքի կադաստրի ոլորտում շարունակական բարեփոխումների իրականացումը

Վարչապետ Հովիկ Աբրահամյանի գլխավորությամբ կառավարությունում քննարկվել է ՀՀ կառավարությանն առընթեր անշարժ գույքի կադաստրի պետական կոմիտեի կողմից 2015թ. ընթացքում իրականացրած աշխատանքների, գերակա խնդիրների, ՀՀ կառավարության 2015 թ. գործունեության միջոցառումների ծրագրի կատարման և գնահատված կատարողականի հաշվետվությունը:
Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ կառավարության տեղեկատվության և հասարակայնության հետ կապերի վարչությունից, Անշարժ գույքի կադաստրի պետական կոմիտեի նախագահ Մարտին Սարգսյանը նշել է, որ բոլոր գերակա խնդիրներն ամբողջությամբ և սահմանված ժամկետներում կատարվել են: Նրա տեղեկացմամբ, կոմիտեի աշխատակազմի, տարածքային ստորաբաժանումների կողմից գույքի նկատմամբ իրավունքների պետական գրանցման, գույքի և դրա նկատմամբ գրանցված իրավունքների և սահմանափակումների վերաբերյալ տեղեկատվության տրամադրման գծով նախորդ տարի հավքագրվել է շուրջ 3 միլիարդ 330 մլն դրամ, իսկ պետական տուրքի գծով գանձվել է 822 մլն դրամ: Նախորդ տարի հանրապետությունում իրականացվել է 179 հազար 780 անշարժ գույքի նկատմամբ իրավունքների և սահմանափակումների պետական գրանցում: Կոմիտեի աշխատակազմի ՏՏ կենտրոն ստորաբաժանման կողմից ՀՀ պետական և տեղական ինքնակառավարման մարմիններին, քաղաքացիներին ու կազմակերպություններին տրամադրվել է գույքի ու դրանց նկատմամբ գրանցված իրավունքների և սահմանափակումների վերաբերյալ 311 հազար տեղեկատվություն: 2015թ.-ի ընթացքում անշարժ գույքի շուկայում կատարվել է օտարման 4 9 հազար 953 գործարք, գրավադրման 17 հազար 812, վարձակալության 1041 գործարք: Ընդունվել է 314 հազար 875 դիմում:
Նախորդ տարվա ընթացքում աշխատանքներ են տարվել ՀՀ պետական կառավարման և տեղական ինքնակառավարման մարմինների համար բազային երկրատեղեկատվական համակարգի քարտեզագրական հիմքի ստեղծման ուղղությամբ: Ակնկալվում է, որ դրա արդյունքում կունենանք տեղանքի արդիական պատկերը տվյալ ժամանակահատվածում արտացոլող տեղեկատվական բանկ, որը հիմք է հանդիսանալու գերատեսչական տարբեր ոլորտների, այդ թվում` քաղաքաշինական, բնապահպանական, արդյունաբերական, անշարժ գույքի կադաստրի, տարածքների պլանավորման, գյուղատնտեսական հողերի հաշվառման, հողերի միավորման, երկրաբ անական հետախուզական աշխատանքների, անտառտնտեսության, արտակարգ իրավիճակների ժամանակ օպտիմալ և օպերատիվ որոշումների կայացման, հանրապետության մարզերի, համայնքների և առանձին տարածքների զարգացման, օպտիմալ պլանավորման և այլ խնդիրների լուծման համար: Միաժամանակ, ավարտվել են ՀՀ համայնքների սահմանների ամրացման և WGS-84 համակարգի ամբողջական ներդրման աշխատանքները, որից կկարողանան օգտվել պետական այլ մարմիններ: Աշխատանքի հիմնական նպատակն է WGS-84 համաշխարհային գեոդեզիական կոորդինատային համակարգում մեկ միասնական քարտեզագրական հիմքի ներդրման նպաակով ՀՀ 3 մարզերում (Արագածոտնի, Արարատի, Արմավիրի) նույնպես իրականացնել տեղագրական, կադաստրային և համայնքների վարչական սահմանների նկարագրման քարտեզների ու հատակագծերի համադրում և ճշգրտումներ:
Վարչապետ Հովիկ Աբրահամյանը դրական է գնահատել Անշարժ գույքի կադաստրի պետական կոմիտեի գործունեությունը և նշել, որ նախորդ տարվա ընթացքում կոմիտեն կատարել է ծավալուն աշխատանք, ինչի արդյունքում համակարգից դժգոհություններն էապես նվազել են: Կառավարության ղեկավարը կարևորել է այս ոլորտում շարունակական բարեփոխումների իրականացումը՝ ավելացնելով, որ անհրաժեշտ է այդ նպատակով ձեռնարկել հետևողական քայլեր:
