Ազգը մատնի՞չ է դարձել. ՀՔԾ պաշտոնյաներին անհիմն մեղադրում են

ՀՀ հատուկ քննչական ծառայությունում քննվող քրեական գործով հիմնավորվել է, որ քրեական դատավարության երկու մասնակիցներ ծանր հանցագործության կատարման մեջ անհիմն մեղադրել են ՀՀ քննչական կոմիտեի հատկապես կարեւոր գործերի քննության գլխավոր վարչության հատկապես կարեւոր գործերով ավագ քննիչ Վ. Հովհաննիսյանին:
ՀՔԾ լրատվական ծառայության ներկայացրած հաղորդագրության համաձայն՝ քաղաքացի Մհեր Ս.-ն հայտնել է, որ քննիչ Հովհաննիսյանը 2015 թ. փետրվարի 13-ին հարցաքննելու ժամանակ բռնություն է կիրառել իր նկատմամբ, այնուհետեւ սպառնալով ձերբակալել՝ պահանջել է իրականությանը չհամապատասխանող ցուցմունքներ տալ, ինչից վախենալով, ինքը տվել է իրականությանը չհամապատասխանող ցուցմունք, թե, իբր, Գ. Ա.-ի ձեռքին դանակ է տեսել:
Քաղաքացի Հայկ Վ.-ն էլ հայտնել է, որ քննիչի կանչով ներկայացել է հարցաքննության, պահվել է շուրջ 9 ժամ, սակայն քննիչն իրեն հարցաքննել է 1 ժամ, իսկ 8 ժամ շարունակ ապօրինի ազատությունից զրկվել է` պահվելով հիշյալ քննչական վարչությունում: Քաղաքացիների ցուցմունքների հիման վրա հարուցվել է քրեական գործ: Քրեական գործով ձեռք բերված տվյալներով հիմնավորվել է, որ Մհեր Ս.-ին հարցաքննել է ոչ թե քննիչ Հովհաննիսյանը, այլ քննչական խմբում ընդգրկված Հ. Համբարյանը: Հենց վերջինիս կողմից է կազմված եւ ստորագրված Մհեր Ս.-ի՝ 2015թ. փետրվարի 13-ին կատարված հարցաքննության արձանագրությունը: Նշանակված դատաբժշկական փորձաքննության եզրակացության համաձայն` Մհեր Ս.-ի մոտ մարմնական վնասվածքների օբյեկտիվ հատկանիշներ չեն հայտնաբերվել: Նախաքննությամբ հերքվել են նաև Հայկ Վ.-ի կողմից մատնանշված՝ իրեն տեւական ժամանակ՝ շուրջ 9 ժամ ապօրինի ազատությունից զրկելու վերաբերյալ տվյալները:
Քննությամբ հիմնավորվել է, որ վերջինս հարցաքննվել է ժամը 17:20-20:00-ն ընկած ժամանակահատվածում: Այս կերպ` Մհեր Ս.-ն եւ Հայկ Վ.-ն, գիտակցելով, որ իրենց կողմից մատնանշված տվյալները կեղծ են, ծանր հանցագործության կատարման մեջ անհիմն մեղադրել են քննիչ Վ. Հովհաննիսյանին: Սուտ մատնության համար հարուցվել են քրեական գործեր: Կատարվում է նախաքննություն:
ՀՔԾ լրատվական ծառայության ներկայացրած տվյալների համաձայն՝ վերջին շրջանում կտրուկ ավելացել են պետական հատուկ ծառայություն իրականացնող պաշտոնատար անձանց կողմից, իբր, կատարված հանցագործությունների վերաբերյալ դիմում-բողոքները: Եթե 2014 թվականին ՀՔԾ-ում սուտ մատնության փաստով հարուցվել եւ քննվել է 8, իսկ 2015-ին՝ 17 քրեական գործ, ապա 2016 թվականի մարտի 12-ի դրությամբ` արդեն 12 քրեական գործ, որոնցից 2-ի նախաքննությունն ավարտվել է եւ քրեական գործերը մեղադրական եզրակացությամբ ուղարկվել են դատարան:
