Հայաստանը եւ Ռուսաստանը, լինելով ռազմավարական գործընկերներ, համագործակցելով միաժամանակ երկու կառույցների՝ ՀԱՊԿ եւ ԵԱՏՄ շրջանակներում ` նախագահների մակարդակով պարբերաբար հանդիպում են տարբեր հարթակներում: Այս մասին այսօր լրագրողների հետ հանդիպման ժամանակ ասաց Կովկասի ինստիտուտի փոխտնօրեն, քաղաքական գիտությունների դոկտոր, քաղաքագետ Սերգեյ Մինասյանը. «Նախագահներ Ս. Սարգսյանը և Վ. Պուտինը տարեկան 5-6 անգամ հանդիպում են տարբեր հարթակներում: Դրանք հիմնականում աշխատանքային հանդիպումներ են լինում»:
Բանախոսի խոսքով` երբեմն լինում են հարցեր, որոնք լրացուցիչ քննարկումների կամ լուծումների կարիք են զգում։ «Խոսքը էներգետիկ ոլորտում համագործակցության խնդիրների մասին է, օրինակ՝ գազի սակագների հետ կապված։ Բնականաբար, Սարգսյան-Պուտին հանդիպման ժամանակ եղել է նաեւ Ղարաբաղյան հակամարտության շուրջ ստեղծված իրավիճակին, հնարավոր զարգացումներին, տարածաշրջանային անվտանգությանը վերաբերող խնդիրների քննարկում»:
Քաղաքագետն անդրադարձավ նաև ռուս-թուրքական հարաբերությունների լարվածությանը, այդ համատեքստում հայ-թուրքական սահմանի պաշտպանության եւ անվտանգության ամրապնդման անհրաժեշտությանը։ «Ռուսաստանը, լինելով ԵԱՏՄ անդամ, միջոցներ է ձեռնարկում հայ-թուրքական սահմանը առավել ապահով դարձնելու համար, քանի որ այդ սահմանը նաև ԵԱՏՄ հարավային սահմանն է… Բնականաբար, անդրադարձ է եղել նաեւ սիրիական հակամարտությանը, եւ Սերժ Սարգսյանն իր աջակցությունն է հայտնել Սիրիայի հարցում Ռուսաստանի կողմից իրականացվող քաղաքականությանը»:
Սերգեյ Մինասյանն անդրադարձավ նաև Ա. Խրամչիխինի կողմից
հայկական զենքի վերաբերյալ տեղեկատվության հրապարակմանը ռուսական մամուլում: «Ես չեմ կարծում, որ այդ մարդը ռազմական հայտնի փորձագետ է, քանի որ ով նման տեղեկատվություն է տարածում, վերլուծաբան չի կարող լինել: Այն մակերեսային վերլուծություն էր, որտեղ հրապարակված տեղեկությունները իրականությանը չեն համապատասխանում և ոչ մի առնչություն չունեն մեր երկրի նախագահի աշխատանքային այցի հետ: Հաշվի առնելով այդ տեղեկատվության հավաստիությունը` կարելի է հիմնվել միայն բաց աղբյուրների վրա: Ինձ համար ուղղակի անհասկանալի են այն բուռն քննարկումները, որոնք ծավալվում են նման մակերեսային հրապարակումների շուրջ»,- ամփոփեց բանախոսը:
