 ՀԱՊԿ անդամ երկրները դեռևս չեն հանգել կոլեկտիվ անվտանգության ընդհանուր ընկալման. նրանցից յուրաքանչյուրն անհանգստացած է միայն իրեն անմիջականորեն ուղղված սպառնալիքներով: Ինչպես հաղորդում է«Արմենպրես»-ը, այդ մասին մարտի 14-ին «Սպուտնիկ Արմենիա» միջազգային մամուլի կենտրոնում կայացած «ՀԱՊԿ պատասխանատվության գոտում հավաքական անվտանգության սպառնալիքներն ու դրանց նվաեցման ուղիները. ՀԱՊԿ ԽՎ Խորհրդի նիստի արդյունքները» թեմայով Մոսկվա-Երևան տեսակամուրջի ժամանակ նշեց ՀԱՊԿ Խորհրդարանական վեհաժողովի քաղաքական հարցերի և միջազգային համագործակցության մշտական հանձնաժողովի նախագահ, ՀՀ ԱԺ պատգամավոր Խոսրով Հարությունյանը:

«Ցավոք սրտի, Միջին Ասիայի մեր գործընկերները երբեմն անտարբերության են մատնում այն խնդիրները, որոնք անհանգստացնում են Հայաստանին, և հակառակը: Մեղմ ասած, դրանք միանգամայն տարբեր սպառնալիքներ ու մարտահրավերներ են, և միայն որոշակի հանգամանքներն են միմյանց կապված պահում այդ երկրներին: Ստիպված ենք նշել, որ ՀԱՊԿ անդամ երկրները մեկը մյուսի խնդիրներով չեն անհանգստանում»,- ասաց նա:

Ըստ պատգամավորի՝ ՀԱՊԿ-ում նման իրավիճակը հնարավոր է հաղթահարել տնտեսական համագործակցությունը խորացնելու միջոցով, և հենց տնտեսական շահերը պետք է ընկած լինեն կոլեկտիվ անվտանգության համակարգի հիմքում: «Այդ տեսանկյունից ԵԱՏՄ-ի ձևավորումը կարող է հարմար խթան հանդիսանալ ընդհանուր տնտեսական նպատակներ, հետևաբար և տնտեսական անվտանգության ապահովման խնդիրներ առաջադրելու համար, որոնք էլ հետագայում կարող են վերածվել ռազմաքաղաքական անվտանգության ապահովման հարցերի»,- հավելեց Խոսրով Հարությունյանը:
