Երևանի մամուլի ակումբի նախագահ Բորիս Նավասարդյանը բացասական է գնահատում նոր Ընտրական օրենսգրքի նախագիծը:

Past.am-ի հետ զրույցում նա նշեց, որ ընտրական գործընթացների վրա ազդում են երկու հակադիր գործոններ:

Առաջին գործոնը, պարոն Նավասարդյանի խոսքով, ազդեցիկ և մեծ ռեսուրսներ ունեցող մարդկանց գործոնն է, որոնք ցանկանում են ունենալ արդյունք, որով կպահպանեն իրենց ազդեցությունն ու հզորությունը:Բորիս Նավասարդյանի համոզմամբ՝ այդ նպատակներին հասնելու համար միջոցները կարևոր չեն:

Ըստ մեր զրուցակցի՝ կա նաև շատ քիչ ռեսուրսների տիրապետող խավ, որի ներկայացուցիչները ցանկանում են, որ ընտրություններն անցնեն ավելի օրինական, արդար, թափանցիկ:

Փորձագետը հավելում է՝ Ընտրական օրենսգիրքը լավը չէ, եթե այն նպաստում է առաջին խմբի մարդկանց, եթե այն նպաստում է երկրորդ խմբի մարդկանց կամ կազմակերպություններին, ապա այն առաջընթաց է պարունակում:

«Մեր դեպքում, մենք տեսնում ենք, որ ընտրությունների օրինականությունն ապահովող ինստիտուտները թուլացած են, իսկ ընտրակեղծիքների համար բավականին լավ պայմաններ են ստեղծված»,- նշեց Երևանի մամուլի ակումբի նախագահը:

Դիտորդների և լրագրողների թվի կրճատման մասին Նավասարդյանն ասաց. «Դա իմ ասածի դրսևորումն է, քանի որ լրագրողները, դիտորդները, անկախ քաղաքացիական հասարակության ներկայացուցիչները, որոշ դեպքերում նաև ընդդիմդիր կուսակցությունների ներկայացուցիչները, շահագրգռված են, որ ընտրություններն անցնեն արդար և օրենքին համապատասխանող պայմաններում: Ցավոք, նոր նախագիծը թուլացնում է նրանց դիրքերը»:

Անդրադառնալով Վենետիկի հանձնաժողովի գնահատականներին՝ Բորիս Նավսարդյանն ասաց, որ սպասում է այդ գնահատականներին, բայց նաև շեշտեց՝ Վենետիկի հանձնաժողովը կարող է գնահատականները զուտ իրավական կատեգորիաների հիման վրա տալ:

«Իրենք չեն կարող շատ հենվել ընտրությունների անցկացման պրակտիկայի վրա, իրենք չեն կարող ինքնիշխան պետության փոխարեն այս կամ այն համակարգի ընտրությունը կատարել և պարտադրել: Վենետիկի հանձնաժողովն ունի սահմանափակ օգտակարություն: Մնացած հարցերն ավելի շատ կախված են մեր ներքին ռեսուրսներից»,- Բորիս Նավասարդյանը:
