Ադրբեջանում 3,5 մլն պոտենցիալ բանտարկյալ կա

Ադրբեջանում սկսել են ձերբակալել բանկերին վարկային պարտքեր ունեցող քաղաքացիներին, որոնք ուշացրել կամ չեն կարողանում կատարել վարկային պարտավորությունները:
Այս մասին հայտնում է «Ազադլըգ» թերթը` օրինակ բերելով 7200 մանաթ վարկային պարտքի պատճառով Բաքվի Սաբայիլի շրջանի դատավոր Ռաուֆ Ահմեդովի կողմից մարտի 11-ին 28-ամյա Վահիդ Քերիմովի նկատմամբ կալանավորման որոշում ընդունելու փաստը: Ընդ որում, Վահիդ Քերիմովը ոչ թե բուն պարտատերն է, այլ վարկ վերցրած անձի երաշխավորը:
Թերթը տարակուսանք է հայտնում, որ Ադրբեջանում դատարանները կալանման որոշում չեն ընդունում, օրինակ, Հաջի Իբրահիմ Նեհրամլի անունով գործարարի նկատմամբ, որը բանկերին մոտ 1 մլրդ դոլար պարտք ունի, այլ ձերբակալում են ընդամենը 7200 մանաթ` մոտ 3600 դոլար պարտք ունեցողի, այն էլ` երաշխավոր կանգնած անձին:
«Իրականում դա մի ազդանշան է, որ առաջիկայում վարկային պարտքեր ունեցող անձինք կհայտնվեն բանտերում: Պաշտոնական տվյալներով` Ադրբեջանում բանկերին պարտք ունեցող 2,4 մլն մարդ կա, մոտ դրա կեսի չափ` 1,1 մլն մարդ էլ՝ բանկային վարկերի երաշխավորներ: Մի խոսքով` Ադրբեջանում 3,5 մլն մարդու ճակատագիրը բանկերի ձեռքում է, այսինքն` այդքան մարդ պոտենցիալ «վարկային բանտարկյալ է»: Ադրբեջանում հասուն տարիքի, այսինքն` վարկ վերցնելու կամ երաշխավոր կանգնելու հնարավորություն ունեցող քաղաքացիների թիվը 4,8 մլն հոգի է: Նշանակում է` յուրաքանչյուր երեք քաղաքացո ւց մեկը բանկերի պատանդն է, եւ վաղը-մյուս օրը մեզնից յուրաքանչյուրը կարող է հայտնվել այդ 28-ամյա երիտասարդի վիճակում», -գրում է թերթը:
Ադրբեջանում բանկերին պարտքերի հետ կապված վիճակից դուրս գալու իշխանություններին ցնցած ելք է առաջարկել Համաշխարհային բանկը:
Ըստ «Ազադլըգ»-ի` Ադրբեջանում ՀԲ-ի ներկայացուցչության ղեկավար Լարիսա Լեշչենկոն հայտարարել է, որ Ադրբեջանում դոլարով վարկերի հետ կապված պատասխանատվությունը պետք է հավասարապես բաժանվի վարկավորման գործընթացին մասնակից բոլոր կողմերի միջեւ: «Ադրբեջանի ազգային արտարժույթի արժեզրկման` այդ բնագավառին հասցրած վնասը պետք է հավասարապես բաժանվի երեք կողմերի` վարկատուի (բանկ եւ այլն), վարկ վերցնողի եւ պետության միջեւ», -ասել է նա: Տնտեսական խորը ճգնաժամում հայտնված Ադրբեջանի կառավարությունը չի արձագանքել ՀԲ-ի այդ առաջարկին:
