Լավ լուր մեքենա ներկրողների համար կամ որոշում՝ մեկ տարի ուշացումով

Ազգային ժողովը 107 կողմ ձայներով ընդունեց «ԱԱՀ մասին» օրենքում փոփոխություններ կատա8ելու մասին նախագիծը, որով մեկ տարվա ընթացքում մեկ ֆիզիկական անձին թույլատրվում է Եվրասիական տնտեսական միության երկրներից ներկրել Հայաստան մեկ ավտոմեքենա և ազատվել 20 տոկոս ավելացված արժեքի հարկ վճարելու պարտավորությունից։
Քվեարկությունից առաջ ՀԱԿ խմբակցության պատգամավոր Հրանտ Բագրատյանը նշեց, որ երկու լուրջ դիտողություն կար նախագծի հետ կապված. «Արդյո՞ք մեկ մեքենան մաքսային քանակություն դիտարկում ենք, եթե, այո՛, ապա պիտի նշվեր: Ի՞նչ պետք է անել նաև գանձված գումարների հետ»:
ԱԺ Տնտեսական հարցերի մշտական հանձնաժողովի նախագահ, ՀՀԿ-ական Վարդան Այվազյանը նշեց, որ դա օրենքի հետադարձ ուժ է ենթադրում. «Դրա համար պետք է առանձին օրենսդրական փոփոխություններ լինեն»:
Հիշեցնենք, որ քննարկման ժամանակ Եվրասիական տնտեսական միության ինտեգրման և մակրոտնտեսության հարցերով նախարար Տատյանա Վալովայային խորհրդարանի դահլիճում հիշեց մի քանի պատգամավոր։ Առիթն ավելի վաղ նրա կողմից արված հայտարարությունն էր, որ Հայաստանի իշխանությունները միության երկրներից Հայաստան ավտոմեքենաներ ներմուծող քաղաքացիներից ավելացված արժեքի հարկ են գանձել՝ խախտելով միության իրավապայմանագրային սկզբունքները:
Կառավարության ներկայացուցիչ Սուրեն Կարայանը, անդրադառնալով մեղադրանքներին, որ Հայաստանի կառավարության բացթողման հետևանքով է նախորդ մեկ տարում ԵՏՄ տարածքից ավտոմեքենա ներկրող ֆիզիկական անձանցից ապօրինի ավելացված արժեքի հարկ գանձվել, ասել էր. «Ժամանակ էր պետք, որպեսզի այդ գործունեությամբ զբաղվող իրավաբանական անձինք ևս կարողանային ԵՏՄ այլ պետությունների իրենց նոր գործընկերների հետ պայմանավորվածություններ ձեռք բերեին, նաև վստահություն, որպեսզի հնարավոր լիներ կիրառել ԱԱՀ զրոյական դրույքաչափը»:
Այսպիսով, Հայաստանի իշխանություններն ընդունեցին օրենք, որը, ըստ երևույթին, ուշացել էր ավելի քան մեկ տարով:
