Գեղարքունիքի մարզպետը հանձնարարել է նպաստները վճարել հասցեական, սոցիալական արդարության սկզբունքով

Գեղարքունիքի մարզի Վարդենիսի, Մարտունու, Սեւանի, Գավառի եւ Ճամբարակի սոցիալական ծառայությունների տարածքային գործակալությունների պետերը 2014-2015թթ եւ այս տարվա առաջին երկու ամիսների կատարած աշխատանքների մասին  հաշվետվություն ներկայացրին  մարզպետ Ռաֆիկ Գրիգորյանին:

«Արմենպրես»-ի հաղորդմամբ` ՍԾՏԳղեկավարները ներկայացրին 2014, 2015 թվականների եւ այս տարվա առաջին երկու ամիսների ընթացքում համակարգում կատարված փաստագրումների, վճարված աղքատության նպաստների, միանվագ դրամական օգնությունների վճարման եւ ուսումնասիրությունների ընթացքում ի հայտ եկած անօրինական վճարված գումարների հետգանձման արդյունքները: Հաշվետու կառույցների ղեկավարների ներկայացմամբ՝ մարզպետ Ռաֆիկ Գրիգորյանի մոտ այս տարվա փետրվարին կայացած խորհրդակցության հանձնարարականների հիման վրա սոցիալակա ծառայությունների տարածքային գործակալություններում ուսումնասիրվում է համակարգում փաստագրված ընտանիքների յուրաքանչյուր գործ, գործակալության պետերի եւ տեսուչների կողմից կատարվում են տնային այցեր, իսկ նախկինում թույլ տրված անօրինական վճարումների հետ կապված հետգանձումները հասցվել են նվազագույնի, հետեւողական աշխատանքի արդյունքում նկատելիորեն աճել են նաեւ տնտեսված գումարները:

Ամփոփելով ներկայացված հաշվետվությունները՝ Ռաֆիկ Գրիգորյանը ՍԾՏԳ պետերին հանձնարարեց համակարգում փաստագրված ընտանիքների գործերի ուսումնասիրությունները կատարել օբյեկտիվ եւ հիմնավորված, տանել հստակ հաշվառում եւ սահմանել խիստ հսկողություն, միայնակ թոշակառուների գործերը, անասնաբույժների եւ անձնագրային բաժանմունքների կողմից փաստագրվածներին տրված տեղեկանքները ստուգել փաստացի, հետգանձման ենթակա գումարներն ամբողջությամբ զրոյացնել մեկամսյա ժամկետում, մշտապես փոփոխել սպասարկման տարածքների տեսուչների կազմը եւ որոշումները կայացնե լ հիմնավորված, միայն օրենքով սահմանված կարգով:

«Մենք գնում ենք անազնիվ եղանակներով նպաստների ցուցակում հայտնված մարդկանցից համակարգը մաքրելու, արդարությունը վերականգնելու ճանապարհով: Մեր ամեն մի բնակավայրում մարդիկ լավ են ճանաչում իրար, գիտեն, թե ով է ավելի աղքատ ու կարիքավոր, ով՝ ոչ: Եթե փաստացի ուսումնասիրությունների եւ այցերի արդյունքում  հայտնաբերվում եւ համակարգից դուրս են բերվում անօրինական ճանապարհով այստեղ ընդգրկված ընտանիքները, ապա հարկավոր է նրանց փոխարեն գտնել ու համակարգ մտցնել իսկապես կարիքավոր, ծայրահեղ աղքատ ընտանիքներին, որոնք զանազան պատճառներով մ ինչ այժմ մատնված են եղել անուշադրության: Նպաստները եւ հրատապ օգնությունները պետք է վճարվեն միայն հասցեական, սոցիալական արդարության սկզբունքով»,-հրահանգեց մարզպետ Ռաֆիկ Գրիգորյանը:
