«Երեկ ԱԺ նիստում միաձայն ընդունվեց «Ավելացված արժեքի հարկի մասին» ՀՀ օրենքում փոփոխություն և լրացում կատարելու մասին օրինագիծը, որով Եվրասիական տնտեսական միության (ԵՏՄ) անդամ երկրներից ավտոմեքենաներ ներկրելու դեպքում ավելացված արժեքի հարկի (ԱԱՀ) գանձումն այլևս վերացվում Է։ Նախքան քվեարկությունը որոշ պատգամավորներ հետաքրքրվեցին՝ արդյոք մեկ ավտոմեքենան դիտարկվո՛ւմ Է՝ որպես մաքսային քանակություն, և ի՛նչ Է լինելու 2015-ին քաղաքացիներից գանձված գումարների հետ՝ վերադարձվելո՛ւ Են։
Հիշեցնենք, որ ԵՏՄ նախարար Տատյանա Վալովայան վերջերս՝ փետրվարի սկզբին, հայտարարել Էր, որ ԱԱՀ-ի հարկումը խիստ հակասում Է ԵՏՄ իրավապայ– մանագրային պահանջներին։ Խոսքը ԵՏՄ Երկրներից ավտոմեքենաների ներմուծման ժամանակ Հայաստանի կողմից 20 տոկոս ավելացված արժեքի հարկ գանձելու մասին Էր։ Աղմկահարույց այդ հայտարարությունից հետո իշխանություններն անմիջապես ընթացք տվեցին «Ավելացված արժեքի հարկի մասին» օրենքում փոփոխություն և լրացում կատարելու մասին օրինագծին, որը երեկ Աժում ընդունվեց 107 կողմ ձայնով։ Ըստ օրենքի՝ մեկ տարվա ընթացքում մեկ ֆիզիկական անձը կարող Է ԵՏՄ երկրներից Հայաստան ներկրել մեկ ավտոմեքենա և ազատվել 20 տոկոս ԱԱՀ վճարելու պարտավորությունից։
ԵՏՄ նախարարի փետրվարյան այդ հայտարարությունից հետո, սակայն, ի պատասխան՝ ՀՀ ֆինանսների փոխնախարար Վախթանգ Միրումյանը հայտարարել Էր, որ գործող իրավական դաշտի պայմաններում ԵՏՄ երկրներից ավտոմեքենա ներմուծելու դեպքում ՀՀ-ում վճարվում Է ԱԱՀ, սակայն 2017թ. հունվարի 1-ից ԵՏՄ երկրներից ավտոմեքենա ներմուծելու դեպքում ԱԱՀ չի վճարվի հարկային մարմնին, քանի որ մինչև 2017թ. հունվարի 1-ն անցումային ժամանակաշրջան Էր սահմանվել։
Իշխանությունները, սակայն, չնայած ռուս պաշտոնյայի աղմկահարույց հայտարարության առիթով իրենց բազմաթիվ արդարացումներին, շատ արագ, չսպասելով մինչև տարեվերջ, ընթացք տվեցին օրինագծին, որով ԵՏՄ անդամ երկրներից մեքենաներ ներկրելու դեպքում ավելացված արժեքի հարկի (ԱԱՀ) գանձումը վերացվում Է։ Ամենայն հավանականությամբ, օրենքը կկիրառվի ապրիլի սկզբից։
Հարցին, թե կառավարությունը չպետք Է վերադարձնի մեկ տարի քաղաքացիներից ապօրինի գանձած ԱԱՀ– ն, օրինագծի հեղինակները պատասխանել Էին. «Դա օրենքի շրջանակներից դուրս չի եղել, օրենքի բաց Է եղել, և ներկայացված օրենքի նախագիծը, ընդհանրապես օրենքները հետադարձ ուժ չեն ունենում։ Դրա համար հետ չի վերադարձվելու»»,–գրում է թերթը։
