Սահմանադրության հանրաքվեցից հետո երկրի քաղաքական կյանքում սկսվեցին էական տեղաշարժեր գրանցվել, որոնք, մեծ հավանականությամ, տեղի չէին ունենա նախորդ սահմանադրության պայմաններում և, հետևաբար, պայմանավորված են ոչ թե անցյալում, այլ ապագայում սպասվող քաղաքական և համապետական մի շարք գործընթացներով, որոնցից են, անկասկած, գալիք խորհրդարանական և նախագահական ընտրությունները: Կարելի է փաստել, որ մոտակա երկու տարվա ընթացքում Հայաստանի քաղաքական կյանքում քիչ թե շատ էական և ազդեցիկ փոփոխությունների մեծ մասը, եթե ոչ բոլորը, պայմանավորվելու են հենց ընտրություններով և դրանց հետ կապված քաղաքական «անցուդարձով»:
Միևնույն ժամանակ քաղաքական համակարգը փոխվում է ոչ միայն այսպես ասած կառուցվածքային տեսակետից՝ կապված քաղաքական կոալիցիաների և նոր ստեղծվող կուսակցությունների հետ, այլև փոխվում է քաղաքական հիմնական դիսկուրսը: Եթե նախկինում և այսօր քաղաքական օրակարգի հարցերի մեջ մեծ տեղ էին զբաղեցնում, օրինակ, Հայաստան-ԵՏՄ-ԵՄ փոխհարաբերության, Հայաստան-ՌԴ համագործակցության հարցերը, ապա նոր ձևավորվող քաղաքական համակարգի կենտրոնական թեմաները շատ ավելի նեղ ու տեղային են լինելու՝ կապված ներկա և նախորդ նախագահների՝ իրար համապատասխանող կամ հակասող հավակնությունների, նոր ստեղծվող կուսակցությունների տեղի ու դերի և հարակից հարցերի հետ:
Այս բոլոր խնդիրները լուծվելու են հետևյալ մեխանիզմներով՝ իշխանության հետ կոալիցիա կազմելու կամ այլ կերպ համագործակցելու, ընդդիմադիր ուժերի միավորվելու, դեռ չկողմնորոշված կամ այլընտրանքային քաղաքական կառույցների հետ բանակցությունների և նորաստեղծ կուսակցությունների տեղն ու դերը քաղաքական նոր ձևակերպվող համակարգում հստակեցնելու միջոցով: Առավել ևս, որ այդ մասին նշեց նաև ՀՀ Նախագահը սահմանադրական փոփոխությունների կենսագործմանը նվիրված ելույթում. «Քաղաքական համակարգը կբարեփոխվի և կբարելավվի քաղաքական միավորումների մրցակցության շնորհիվ՝ պայմանով, որ լինի միջկուսակցական կոնսենսուս արտաքին քաղաքականության ռազմավարական սկզբունքների, սոցիալական կայունության, ազգային անվտանգության, սահմանադրական համակարգի հիմնարար դրույթների և ինքնիշխանության պահպանման, քաղաքացու իրավունքների և ազատությունների պաշտպանության, ինքնակազմակերպման և ինքնակառավարման բոլոր ձևերի գոյության շուրջ»: (Հղում)
Դրա մասին է վկայում նաև քաղաքական կյանքում արդեն տեղի ունեցած և բավականին անսպասելի՝ ՀՀԿ-ՀՅԴ համագործակցության մասին որոշումը, որի նախաձեռնողը, մեծ հավանականությամբ, ոչ թե ՀՅԴ-էր, այլ հենց ՀՀԿ-ն, որը, ինչպես և մյուս բոլոր քաղաքական ուժերը, խորհրդարանական գալիք ընտրություններում էական դերակատարում ունենալու հավակնություն ունի, ինչը, թերևս, դժվար, եթե ոչ անհնար է իրականացնել միայնակ՝ հաշվի առնելով արդեն հայտնի և նոր բացվող կուսակցությունների և քաղաքական դաշինքների՝ «Հայկական Վերածնունդ», ՀԱԿ, ԲՀԿ և այլն, դեռ անհայտ և, հետևաբար, անկանխատեսելի դերակատարումը:
