Տիգրանուհի Դավթյանը Ֆեյսբուքյան իր էջում գրում է.

Փետրվարի 5-ին Հայաստանի կառավարության և ԱՄՆ Միջազգային զարգացման գործակալության միջև կնքվել էր համաձայնագիր՝ «Օժանդակություն Հայաստանի հակակոռուպցիոն ռազմավարության իրականացմանը» ծրագրի վերաբերյալ: Ծրագրի նպատակն է օժանդակել կառավարությանը` իրականացնելու 2015-2018 թվականներին հակակոռուպցիոն ռազմավարությունը:

Ծրագրի միջոցով հատկացվող միջոցներն ուղղվելու են փորձագիտական հանձնախմբի ստեղծմանը` Հակակոռուպցիոն խորհրդի հետ աշխատելու նպատակով, 2015-2018թթ. հակակոռուպցիոն ռազմավարության գործարկմանը և շահագրգիռ կողմերի հետ կապերի ռազմավարության ծրագրի մշակմանն ու իրականացմանը: Ծրագրի իրականացման ժամկետն է՝ 2016թ. փետրվարի 5- 2017թ. ապրիլի 4-ը` 749.110 ԱՄՆ դոլար դրամաշնորհով, որից 2016թ. նախատեսվում է ծախսել 605.881 ԱՄՆ դոլար, իսկ 2017թ.` 143.229 ԱՄՆ դոլար:

Ճիշտ է Հայաստանում կան մարդիկ, որ ունեն հավակնություններ՝ մասնագետ կոչվելու կոռուպցիայի դեմ պայքարում, սակայն այդ ոլորտում փորձագետներ մենք առայժմ չունենք: Միջազգային փորձագետների կարևորագույն խնդիրներից մեկն այն է, որ նախապատրաստեն անկախ փորձագետների դպրոց, այսինքն՝ կրթել մեր տեղական փորձագետներին, որոնք կշարունակեն իրենց աշխատանքը՝ աջակցելով ռազմավարության իրականացմանը:

Այս ծրագրի շրջանակում պլանավորվում է վարձել կարճաժամկետ միջազգային փորձագետներ, որոնք իրենց գործունեությամբ ապացուցել են արդյունավետությունը, և նրանց հիմնական խնդիրն է լինելու տեղական փորձագետների հետ միասին իրականացնել կոռուպցիոն ռիսկերի վերլուծություն, ինչպես նաև մշակել քայլեր, որոնք ուղղված կլինեն կոռուպցիոն ռիսկերի նվազեցմանը: 
Ինչ վերաբերվում է գումարներին, ապա նշեմ, որ ծրագրի բուն նպատակն աշխատավարձերն են, տեղափոխումների ծախսերն են, ինչպես նաև թարգմանչական ծախսերը, այսինքն ներկայացուցչական ծախսերը:

Այսօր կառավարության նիստի ժամանակ Դավիթ Հարությունյանը նշել է, որ աշխարհում բազում երկրների փորձ կա, երբ շահագրգիռ համայնքի, այսինքն՝ դպրոցների պարագայում ուսուցիչների, ծնողների և աշակերտների, մասնակցությունը հակակոռուպցիոն ծրագրերին տալիս է շատ լուրջ արդյունք. «Այդ իսկ պատճառով մենք գտել և հրավիրել ենք այն կազմակերպությանը, որն այդ հաջողությանը հասել է մի շարք երկրներում, Մեծ Բրիտանիայի կազմակերպություն է, ի դեպ, գործում է ոչ միայն զարգացող, այլև զարգացած երկրներում և ապացուցել է իր աշխատանքի արդյունավետությունը»:

Կարծում եմ սա բավականին լուրջ ծրագիր է, սակայն կարելի խոսել արդյունքների մասին միայն ծրագրի հետագա փուլերում: Միայն կարելի է ասել, որ հուսադրող է այն հանգամանքը, որ ընտրվել են մասնագետներ, ովքեր մի շարք զարգացած . զարգացող պետություններում գրանցել են հաղթանակներ: Չհաշված այն, որ ծրագիրը լրջագույն փորձաքննության է ենթարկվել նաև Ասիական զարգացման բանկի կողմից և համարվել շատ արդյունավետ և նպատակահարմար:
