Նախագահ Սերժ Սարգսյանը մարտի 18-ին աշխատանքային այցով մեկնել է Կոտայքի մարզ, որտեղ ներկա է գտնվել Հայ-ռուսական մարդասիրական արձագանքման կենտրոնի բացման արարողությանը: Ինչպես  տեղեկացրին ՀՀ Նախագահի աշխատակազմի հասարակայնության եւ տեղեկատվության միջոցների հետ կապերի վարչությունից, բացումը կատարել են այդ նպատակով Հայաստան ժամանած ՌԴ քաղաքացիական պաշտպանության, արտակարգ իրավիճակների և տ արերային աղետների հետևանքների վերացման նախարար Վլադիմիր Պուչկովը և ՀՀ արտակարգ իրավիճակների նախարար Արմեն Երիցյանը:

Երկու պետությունների արտակարգ իրավիճակների նախարարների, ՀՀ պաշտպանության նախարար Սեյրան Օհանյանի և արարողությանը մասնակցող այլ պատասխանատու պաշտոնյաների ուղեկցությամբ Հանրապետության Նախագահը շրջել է նորաբաց կենտրոնում, այցելել ճգնաժամային կառավարման կենտրոն, փրկարարական աշխատանքների կառավարման վրանային ճամբար, ծանոթացել նորաբաց տարածաշրջանային կենտրոնի գործունեության պայմաններին:

Կենտրոնի հիմնական նպատակն է արտակարգ իրավիճակների կանխարգելման, դրանց հետևանքների վերացմանն ուղղված հնարավորությունների և մեխանիզմների զարգացումն ու հզորացումը: Այն կոչված է նպաստելու տարածաշրջանային համագործակցության զարգացմանը, բարձրացնելու բնակչության պաշտպանվածության և տարածաշրջանում տեղի ունեցած արտակարգ դեպքերին օպերատիվ արձագանքման մակարդակը: Կենտրոնի ստեղծումը պայմանավորված է ոչ միայն «ՀՀ և ՌԴ կառավարությունների միջև արդյունաբերական վթարների, տարերային աղետների կանխման և դրանց հետևանքների վերացման բնագավառում համագործակցության մասին» համաձայնագրով, այլև համապատասխանում է «ՀԱՊԿ շրջանակներում արագ արձագանքման հավաքական ուժերի ստեղծման» ծրագրին և ՄԱԿ-ի աղետների ռիսկերի նվազեցման միջազգային ռազմավարությանը: Այն նպատակ ունի նաև զարգացնել ՀԱՊԿ անդամ պետությունների` արտակարգ իրավիճակներին հավաքական արձագանքման կարողությունները:

Բացման արարողությունից հետո ՀՀ և ՌԴ արտակարգ իրավիճակների նախարարները Հանրապետության Նախագահի ներկայությամբ ստորագրել են ՀՀ և ՌԴ կառավարությունների միջև հայ-ռուսական մարդասիրական արձագանքման կենտրոնի կեցության պայմանների, անձեռնմխելիությունների և արտոնությունների մասին համաձայնագիրը:

Հայաստանի և Ռուսաստանի փրկարար ծառայությունների համագործակցության խորացման, հայ-ռուսական բարեկամական կապերի ամրապնդման և զարգացման գործում ներդրած նշանակալի ավանդի համար ՌԴ քաղաքացիական պաշտպանության, արտակարգ իրավիճակների և տարերային աղետների հետևանքների վերացման նախարար Վլադիմիր Պուչկովին Նախագահ Սերժ Սարգսյանը պարգևատրել է Բարեկամության շքանշանով՝ շնորհակալությամբ հիշելով նրա ներդրումը նաև Սպիտակի երկրաշարժի հետևանքների վերացման գործում:
