Զինծառայողներին տրամադրվեցին սոցիալական պաշտպանվածության նոր երաշխիքներ

Նախօրեին կառավարության որոշմամբ զինծառայության ընթացքում ստացած խեղման, վնասվածքի, հիվանդության պատճառով զորացրված, բայց բժշկասոցիալական փորձաքննության արդյունքում հաշմանդամ չճանաչված անձիք ընդգրկվեցին պետության կողմից երաշխավորված անվճար և արտոնյալ պայմաններով բուժօգնություն և սպասարկում ստանալու իրավունք ունեցող անձանց ցանկի մեջ:
Խնդիրն այն է, որ ՀՀ գործող օրենսդրության համաձայն, վերը նշված անձիք, ովքեր տարեկան կազմում են 70-90 հոգի, չեն օգտվում պետության կողմից երաշխավորված անվճար և արտոնյալ պայմաններով բժշկական օգնությունից և սպասարկումից, ինչն էլ առաջացնում է արդարացի դժգոհություն ու բողոք, կամ ստիպում է նրանց փորձել ձեռք բերել հաշմանդամություն ունեցող անձի կարգավիճակ՝ մեծ մասամբ նպատակ ունենալով օգտվել անվճար և արտոնյալ պայմաններով բժշկական օգնությունից:
Կառավարության որոշմամբ խնդրին տրվեց լուծում. այսուհետ, զինծառայության ընթացքում ստացած խեղման, վնասվածքի, հիվանդության պատճառով զորացրված անձինք, ովքեր բժշկասոցիալական փորձաքննության արդյունքում հաշմանդամ չեն ճանաչվել, նույնպես կստանան հիվանդանոցային բժշկական անվճար օգնություն և սպասարկում: Մեկ այլ որոշմամբ, առանձին կատեգորիայի զինծառայողների սոցիալական պաշտպանության մակարդակը բարձրացնելու, զինծառայողներին և նրանց ընտանիքների անդամներին տրվող ամենամսյա պարգևավճարների համակարգը պարզեցնելու նպատակով կառավարությունը փոփոխություններ է կատարել նախկինում ընդունած որոշումներից մեկում:
Արված փոփոխության համաձայն, այս տարվա ապրիլի 1-ից, զինվորական կենսաթոշակ ստացող՝ զինվորական հաշմանդամ չհանդիսացող 155 անձի տրվող պարգևավճարի չափը 8000 դրամի փոխարեն սահմանվեց 12000 դրամ, աշխատանքային կենսաթոշակ ստացող՝ հաշմանդամություն չունեցող շուրջ 717 անձի պարգևավճարի չափը սահմանվել է 12000 դրամ՝ 5000 դրամի փոխարեն, իսկ աշխատանքային կենսաթոշակ ստացող՝ հաշմանդամություն ունեցող 2 անձի պարգևավճարի չափը 7000 դրամի փոխարեն սահմանվել է 12000 դրամ: Արդյունքում, 50-140 տոկոսով կբարձրանա որևէ կենսաթոշակ ստացող՝ ԽՍՀՄ զինված ուժերի կազմում Հայրենական մեծ պատերազմի, ինչպես նաև Աֆղանստանում մարտական գործողությունների շուրջ 874 մասնակիցներին տրվող գումարները, որի համար 2016 թվականի ապրիլ-դեկտեմբեր ամիսների համար կպահանջվի 50.9 մլն դրամ:
Հարկ է նշել, որ անհրաժեշտ լրացուցիչ միջոցները նախատեսվում է ֆինանսավորել հատկացված չափաքանակների շրջանակներում: Մասնավորապես՝ տարեսկզբին ուժի մեջ մտած օրենսդրական փոփոխությունների արդյունքում չաշխատող մայրերի մայրության և երեխային ծննդյան միանվագ նպաստները վճարվելու են բացառապես անկանխիկ եղանակով, ինչի արդյունքում կխնայվեն կանխիկ եղանակով (փոստի միջոցով) վճարումներ կատարելու համար նախատեսված ծախսերը: Նշված ծրագրերի գծով հաստատված տարեկան 92.6 մլն դրամից հունվար-փետրվար ամիսներին ծախսվել է 4.7 մլն դրամ (խնայողությունը` 87.9 մլն դրամ), իսկ հետագա ամիսներին ծախսեր չեն կատարվի:
Սույն որոշումը կնպաստի առանձին կատեգորիայի զինծառայողների սոցիալական պաշտպանության մակարդակի բարձրացմանը:
