Անհրաժեշտ է 200 տարի կանանց և տղամարդկանց 50/50 համամասնություն պահովելու համար․ փորձագետ

2011-ից գործող գենդերային խմբի կողմից կառավարությանն առաջարկվել է Ընտրական օրենսգրքի նախագծում բարձրացնել կանանց և տղամարդկանց համամասնությունը՝ նախկին 20/80 տոկոսը դարձնելով 30/70։ Այս մասին Past.am-ի հետ զրույցում ասաց womennet.am կայքի խմբագիր, կանանց խնդիրներով զբաղվող փորձագետ Թամարա Հովնաթանյանը։ Նրա խոսքով՝ առաջարկը միտված է ապահովել կանանց ավելի լայն ներկայացվածություն թե՛ Ազային ժողովում, թե՛ ՏԻՄ-երում։
«Առաջարկելու ենք նաև հանել գործող օրենսգրքում և նախագծում տեղ գտած խտրական մոտեցումը, որ կանայք ընտրացուցակներում պետք է ներգրավված լինեն երկրորդ տեղից սկսած՝ յուրաքանչյուր 5-յակում։ Առաջարկելու ենք կանանց ներգրավել ցուցակի առաջին եռյակում՝ առաջին համարից սկսած»,- ասաց Հովնաթանյանը՝ բացատրելով, թե ինչու է կարծում, որ այդ դրույթը խտրական է։
Նրա խոսքով՝ նախորդ ընտրությունների ընթացքում բոլոր կուսակցությունները, օգտվելով գործող նորմից, կանանց ներգրավեցին վեցերորդ տեղից սկսած, իսկ կուսակցությունների ցուցակներում անցողիկ տեղերը հինգն էին։ «Արդյունքում՝ կուսակցությունների ցուցակում ունեցանք կանանց 23 տոկոս ներկայացվածություն, սակայն դե-ֆակտո, 10 տոկոս կին էր ներկայացված Ազգային ժողովում։ Այս պարագայում մեծ դեր խաղացին նաև կանանց ինքնաբացարկները, երբ ինքնաբացարկ հայտնած կանանց փոխարինեցին տղամարդիկ՝ չեզոքացնելով կանանց տրվող քվոտաները»,- ասաց փորձագետը։
Այդ պատճառով գենդերային խումբն առաջարկում է պարտադիր սահմանել, որ ինքնաբացարկ հայտնած կանանց պետք է փոխարինեն տղամարդիկ, ինչը կպահպանի իրական քվոտան։ Պատասխանելով մեր հարցին, թե, այնուամենայնիվ, եթե իշխանությունները չընդունեն այդ առաջարկությունները, արդյո՞ք մոտ ապագայում կարող ենք ունենալ, օրինակ՝ կին քաղաքապետներ՝ հիշեցրեց, որ վերջերս տեղի ունեցած ՏԻՄ ընտրությունների արդյունքները ցույց տվեցին, որ համայնքների խոշորացման պատճառով կանանց թիվը երեք անգամ պակասել է։
Հետաքրքվեցինք, թե արդյոք իշխանություններն այս տեմպերով կարող են կատարել իրենց խոստումը, այն է՝ մինչև 2030 ապահովել կանանց և տղամարդկանց 50/50 տոկոս համամասնություն, ինչին ի պատասխան Հովնաթանյանն ասաց, որ անցած 20 տարվա ցուցանիշների համաձայն՝ Ազգային ժողովում կանանց համամասնությունը բարձրացել է 4 տոկոսով՝ 6-ից դառնալով 10։
«Եթե այդ տեմպերով շարունակվի, նման համամասնություն ապահովելու համար պետք է 200 տարի»,- խոսքը եզրափակեց Թամարա Հովնաթանյանը։
