Հայաստանի նախկին արտգործնախարար,ԱԺ ԲՀԿ խմբակցության պատգամավոր Վարդան Օսկանյանն անցած շաբաթ հաստատեց, որ մտադիր է ստեղծել կուսակցություն:
Անդրադառնալով Օսկանյանի ներկայիս քաղաքական ներուժին և հնարավորություններին՝ քաղաքական և ընտրական տեխնոլոգիաների մասնագետ Արմեն Բադալյանը Past.am-ի հետ զրույցում ասաց. «Այս պահին չեմ կարող ասել, որովհետև կուսակցությունը դեռևս ստեղծված չէ, տեխնիկական տվյալների և ռեսուրսների մասին որևէ տեղեկություն չկա, կա միայն հայտարարություն, որ նա կուսակցություն է բացում և վերջ:
Միայն հայտարարությունը ոչինչ չի նշանակում: Առնվազն պետք է տեսնենք կուսակցության գրասենյակը, նյութատեխնիկական բազան, մարդկային ռեսուրսը, որպեսզի կարողանանք խոսել պոտենցիալի մասին, հիմա չենք կարող»:
Մեր այն դիտարկմանը, որ հայաստանյան կուսակցությունների հաջողության զգալի մասը կուսակցության ղեկավարի անձով է պայմանավորված, պարոն Բադալյանը պատասխանեց. «Կուսակցության ղեկավարի անձը կարող է և՛ դրական, և՛ բացասական դեր կատարել: Դրական «ռասկրուտկա» կարող է լինել, եթե կուսակցության ստեղծողը ունի բավականին տեսանելի խարիզմա և առաջնորդի հատկանիշներ:
Գործչին «ռասկրուտկա» անելով՝ նրա վարկանիշը մեխանիկորեն տեղափոխվում է կուսակցության վրա: Իսկ երբ կուսակցություն ստեղծողը չունի այդ տեսանելի խարիզման, ապա կուսակցության «ռասկրուտկան» մի քիչ դժվար է լինում, բայց կուսակցությունը գաղափարապես ամուր է լինում, այսինքն՝ այն վերածվում է գաղափարական կուսակցության:
Իսկ գաղափարական կուսակցությունը շատ ավելի ուժեղ է, քան լիդերային կուսակցությունը: Այն հանգամանքը, որ պարոն Օսկանյանը խարիզմատիկ լիդերային հատկություն չունի, և՛ դրական է, և՛ բացասական է: Այստեղ էականն այն է, թե ինչպես իր թիմը դա կօգտագործի»:
