ՀՀ քննչական կոմիտեն կզարգացնի համագործակցությունը ԱՄՆ դաշնային բյուրոյի հետ

ՀՀ քննչական կոմիտեի նախագահ Աղվան Հովսեփյանը մարտի 21-ին Վաշինգտոնում հանդիպել է ԱՄՆ Հետաքննության դաշնային բյուրոյի (FBI) տնօրեն Ջեյմս Բ.Քոմիի հետ:

Ինչպես «Արմենպրես»-ին ՀՀ քննչական կոմիտեի դեպարտամենտի տեղեկատվության և հասարակայնության հետ կապերի բաժնից, հանդիպման ընթացքում կողմերը քննարկել են Քննչական Կոմիտեի և Հետաքննության դաշնային բյուրոյի միջև համագործակցության զարգացման ուղիներին վերաբերող հարցերի լայն շրջանակ՝ կարևորելով կոռուպցիայի դեմ պայքարի, անդրազգային հանցավորության դեմ պայքարի շրջանակում երկու պետությունների համագործակցությունը, քննության մեթոդիկայի վերաբերյալ փորձի փոխանակումը։

Զրուցակիցները հույս են հայտնել, որ այս հանդիպումը նախազգուշացում կլինի հանցագործներին, որ երկու երկրների քննչական մարմինները պատրաստակամ են սերտորեն համագործակցել, և քրեական հետապնդումից խուսափելու համար նրանք չեն կարող թաքնվել ԱՄՆ-ում և Հայաստանում։

ՀՀ ՔԿ նախագահ Աղվան Հովսեփյանը շնորհակալություն է հայտնել ՀՀ ՔԿ վարույթում քննված կոնկրետ քրեական գործերով ՀԴԲ-ի կողմից ցուցաբերված իրավական օգնության համար, որի արդյունքում հնարավոր է եղել բացահայտել մի շարք հանցագործություններ, այդ թվում՝ պետական միջոցներից խաբեությամբ հարյուր հազարավոր դոլարների հափշտակության դեպք։ Կոնկրետ քրեական գործերով համագործակցությունը լավագույն վկայությունն է՝ պատժի անխուսափելիության համար։

Հանդիպման ընթացքում կողմերը ձեռք են բերել մի շարք պայմանավորվածություններ՝ փոխադարձ իրավական օգնություն ցուցաբերելու, համագործակցությունը խորացնելու վերաբերյալ։

ՀՀ ՔԿ նախագահ Աղվան Հովսեփյանը ՀԴԲ-ի տնօրեն Ջեյմս Բ.Քոմիին հրավիրել է Հայաստան. այցի ժամկետները կքննարկվեն աշխատանքային կարգով։

ՀՀ ՔԿ նախագահ Աղվան Հովսեփյանի գլխավորած պատվիրակությունը հանդիպումներ է ունեցել նաև ՀԴԲ-ի պետական կոռուպցիայի բաժնի պատասխանատուների հետ՝ քննարկելով   կոռուպցիայի դեմ պայքարում օպերատիվ աշխատանքային խմբերի դերին վերաբերող հարցեր:

ԱՄՆ կատարած աշխատանքային այցի շրջանակներում Ա.Հովսեփյանը հանդիպել է ՀԴԲ լաբորատորիայի տնօրենի հետ, ծանոթացել աշխատանքային պայմաններին, իրականացվող փորձաքննությունների շրջանակներին, քննարկումներ ունեցել, այդ թվում՝ ԴՆԹ վերլուծող, դատաձգաբանական և գործիքաբանական փորձագետների, պրակտիկ աշխատողներ հետ։

Ա.Հովսեփյանը շրջայց է կատարել նաև Հետաքննությունների դաշնային բյուրոյի ակադեմիայիում, ծանոթացել քննիչների վերապատրաստման և ուսումնական ծրագրերին։

Համաձայնություն է ձեռք բերվել՝ Քննչական կոմիետի վարույթում քննվող քրեական գործերով, ըստ անհրաժեշտության, առանձին փորձաքննությունների անցկացման հարցում ՀԴԲ-ի լաբորատորիայի փորձագետների կողմից մասնագիտական աջակցություն ցուցաբերելու, կոմիտեի աշխատակիցների վերապատրաստումները կազմակերպելու վերաբերյալ։
