ՋՏՊԿ նախագահն ընդունել է գերմանական KfW բանկի պատվիրակությանը

Ջրային տնտեսության պետական կոմիտեի նախագահ Արամ Հարությունյանն ընդունել է գերմանական KfW բանկի պատվիրակությանը, որի կազմի մեջ են մտնում ոռոգման  ծրագրերի հայաստանյան պատասխանատու Դանիելա Բեսեն, KfW  բանկի ինժեներ Թոմաս Վոլֆը,  KfW բանկի երևանյան գրասենյակի պատասխանատու Զառա Չատինյանը:  Այցի նպատակն էր ՋՏՊԿ-ի հետ քննարկել Կապ սի ջրամբարի կառուցման աշխատանքների ընթացքը,  ջրամբարի կառուցման տեխնիկատնտեսագիտական ուսումնասիրությունների և կառուցապատման աշխատանքների ապահովագրության հետ կապված խնդիրները, ինչպես նաև

Կապսի ջրամբարի կառուցման շրջանակներում ջրերի համապարփակ կառավարման միջգերատեսչական հանձնաժողովի աշխատանքի հետ կապված հարցեր: Այս մասին  տեղեկացրին ՀՀ ԳՆ ջրային տնտեսության պետական կոմիտեից:

Կապսի ջրամբարը «Ախուրյան գետի ջրային ռեսուրսների ինտեգրված կառավարում» ծրագրի մեկ բաղադրիչն է: Այս ծրագիրն առանձնանում է նրանով, որ, լինելով ջրամբարաշինության ծրագիր, իրենում ներառում է նաև ջրային ռեսուրսների ինտեգրված կառավարման բաղադրիչ: Հիմնականում հետապնդելով ջրամբարման նպատակ, ծրագրի 2-րդ փուլով նախատեսվում է ենթակառուցվածքների ստեղծում, որի միջոցով ջրամբարում կուտակված ջրի զգալի մասը կհասցվի Արարատյան դաշտ՝ դրանով իսկ թուլացնելով ճնշումը Արարատյան դաշտավայրի ստորգետնյա ջրային ռեուրսների վրա: Ողջունելով պատվիրակության անդամներին՝ Ա. Հարությունյանը կարևորեց Կապսի ջրամբարի կառուցման աշխատանքներն առավել արդյունավետ կազմակերպելու հրատապությունը, առաջարկեց բանկին սահմանել գործողությունների «ճանապարհային քարտեզ», որպեսզի հնարավոր լինի վերահսկել թե՛ խորհրդատուների և թե՛ ԾԻԳ-ի ընթացիկ աշխատանքների արդյունավետությունը:

Կապսի ջրամբարի շինարարությունն ունի իր առանձնահատկությունը: Ջրամբարի թասի տակով անցնում է Ախուրյան գետը: Անվտանգության երաշխիքներ ապահովելու նպատակով բանկն առաջարկում է ապահովագրել և տեխնիկատնտեսագիտական հետազոտության և թե հատկապես շինարարական աշխատանքները: Այդ նպատակով կոմիտեն նախապես դիմել է Հայաստանում գործող ապահովագրական ընկերություններին՝ ճշտելու այդ ընկերությունների հնարավորություններն ու փորձառությունը նմանատիպ աշխատանքներ ապահովագրելու առումով: Կողմերն արձանագրեցին, որ պետք է առավել մանրամասն  քննարկվել թե՛ ա պահովագրման «օբյեկտի» խնդիրը և թե՛ ապահովագրման մեխանիզմներն ու ֆինասական աղբյուրները:

Քննարկելով «Ախուրյան գետի ջրային ռեսուրսների ինտեգրված կառավարում» ծրագրի  շրջանակներում համապարփակ կառավարման հետ կապված հարցերը՝ կողմերը համաձայնություն ձեռք բերեցին ծրագրի բաղադրիչներն ու գործողությունները քննարկել մասնագետների՝  առաջիկայում հրավիրվելիք աշխատաժողովում:
