ՀՀ Ընտրական օրենսգրքի քննարկումներն ակամայից հիշեցնում են նոր Սահմանադրության շուրջ ծավալված քննարկումները․ տարօրինակ զուգադիպությամբ կրկին մեծաթիվ հասարակական և քաղաքական ուժերի կողմից առաջ են քաշվում այնպիսի առաջարկություններ, որոնք իրենց ընդունման դեպքում անգամ որևէ լուրջ ազդեցություն չեն կարող ունենալ ընտրությունների թափանցիկության ապահովման գործում։

Տեսեք, օրինակ ամենաշատ արծարծված թեմաներից է դիտորդների և լրագրողների թվի սահմանափակաման հարցը, որից առավել կարևոր է ներպետական դիտորդական կազմակերպությունների հրավիրման կարգը (նոր Ընտրական օրենսգրքի համաձայն ներպետական դիտորդական կազմակերպությունները, ինչպես միջազգային դիտորդական կազմակերպությունները, ևս պետք է հրավիրված լինեն միայն երկրի նախագահի, ԱԺ նախագահի, վարչապետի կամ ԿԸՀ նախագահի կողմից), ինչ կարող է հանգեցնել նրան, որ մի շարք անաչառ դիտորդական կազմակերպությունների պարզապես առաջարկ չուղարկվի։ Ամենևին նպատակ չհետապնդելով մեղադրանքներ հնչեցնելու՝ կոչ եմ անում ընդդիմադիր քաղաքական ուժերին և հասարակական սեկտորի ներկայացուցիչներին առաջ քաշել կարևորագույն մոտեցումները, որոնք իրապես կնպաստեն արդար և թափանցիկ ընտրությունների անցկացմանը։

Օրինակ, իմ կարծիքով, եթե տեղամասը տեսանկարահանվի առցանց դիտելու հնարավորությամբ (այս պարագայում տեղամասերում մեծապես կնվազի նաև ԶԼՄ-ների ներկայացուցիչների թիվը, քանի որ կարիքը չի լինի) և էլեկտրոնային գրանցումն իրականացվի մատնահետքով կամ միատեսակ փաստաթղթով միասնական կենտրոնական բազայի (այլ ոչ թե տեղամասային բազայի) հիման վրա, ապա ընտրածների ցուցակների հրապարակման կարիք այլևս չի լինի։ Նման կարիք կզգացվի միայն անճշտությունների պարագայում, իսկ վստահված անձինք կարող են ուսումնասիրել այդ ցուցակները և կատարել քաղվածքներ՝ վեր հանելով կոնկրետ անճշտությունների դեպքերը։
