Լևոն Զուրաբյանը իշխող կոալիցիայի պաշտոնապես առաջարկ է ներկայացրել 4+4+4 բանակցային ձևաչափ ստեղծելու վերաբերյալ

 Ազգային ժողովի ՀԱԿ խմբակցության ղեկավար Լևոն Զուրաբյանը իշխող կոալիցիային  պաշտոնապես առաջարկ է ներկայացրել՝ ընտրական օրենսգրքի քննարկումների 4+4+4 բանակցային ձևաչափ ստեղծելու վերաբերյալ: Ինչպես հաղորդում է «Արմենպրես»-ը, ՀԱԿ խմբակցության ղեկավարը պաշտոնական նամակով դիմել է ՀՀ ԱԺ նախագահ Գալուսատ Սահակյանին, պետաիրավական հարցերի մշտական հանձնաժողովի նախÕ �գահ Հովհաննես Սահակյանին  և ՀՀ կառավարության աշխատակազմի ղեկավար-նախարար Դավիթ Հարությունյանին, որով առաջարկել է կազմակերպել իշխանական կոալիցիայի, ԱԺ ընդդիմադիր խմբակցությունների   քաղաքացիական հասարակության մասակցությամբ բանակցությունները՝ «կլոր սեղանի» սկզբունքով:

Զուրաբյանն առաջարկում է նոր  Ընտրական օրենսգրքի ընդունման գործընթացը կառուցել լայն հանրային և քաղաքական կոնսենսուսի վրա: Որպես նման կոնսենսուսի կառուցման համար առանցքային գործիք, առաջա բանակցությունների 4+4+4 ձևաչափը՝ խորհրդարանում ներկայացված բոլոր 6 խմբակցությունների, ինչպես նաև հասարակական կազմակերպությունների մասնակցությամբ՝ իշխող կոալիցիայի, ընդդիմադիր խմբակցությունների և քաղաքացիական հասարակության հավասար ներկայացվածությամբ:

Համաձայն առաջարկի՝ բանակցությունների ձևաչափում իշխող կոալիցիան ներկայացված կլինի չորս ներկայացուցիչով, Ազգային ժողովի ընդդիմադիր խմբակցությունները (կամ ընդդիմադիր խմբակցություն ունեցող կուսակցությունը) կներկայացնեն մեկական ներկայացուցիչ, իսկ քաղաքացիական հասարակությունը՝ ժողովրդավարության և մարդու իրավունքների պաշտպանության բնագավառում հեղինակավոր, ընտրական գործընթացների մասնակցության, վերահսկողության, օրենսդրության բարելավման, դիտորդական առաքելության ակտիվ բազմամյա փորձ և միջազգային ճանաչում ունեցող հասարակական կազակերպությունների կողմից քվեարկությամբ ընտրված չորս ներկայացուցիչ:

Զուրաբյանը հրապարակել է նաև քաղաքացիական հասարակության այն ներկայացուցիչների անունները, ովքեր պատրաստ են մասնակցել քննարկումներին: 2016թ. մարտի 24-ին հրապարակվել է քաղաքացիական հասարակության ներկայացուցիչների քվեարկության արդյունքում ընտրված 4 հիմնական և 2 փոխարինող անձանց ցուցակը՝ հետևյալ կազմով .

1. Սոնա Այվազյան («Թրանսփարենսի ինթերնեյշնլ» հակակոռուպցիոն կենտրոն)

2. Լեւոն Բարսեղյան (Ժուռնալիստների «Ասպարեզ» ակումբ)

3. Տիգրան Եգորյան («Իրավունքի Եվրոպա Միավորում» ԻՀԿ)

4. Արտակ Զեյնալյան («Իրավունքի գերակայություն» ՀԿ)

5. Դանիել Իոաննիսյան («Իրազեկ քաղաքացիների միություն» ՀԿ - փոխարինող)

6. Ստեփան Դանիելյան («Համագործակցություն հանուն ժողովրդավարության» ՀԿ-  փոխարինող):
