Գործարարները տեղեկացել են արտահանման խթանման ֆինանսական գործիքների մասին

ՀՀ էկոնոմիկայի նախարարության աջակցությամբ և «Հայաստանի արտահանման ապահովագրական գործակալություն» ԱՓԲԸ-ն ու «Արմսվիսբանկ» ՓԲԸ-ն մարտի 24-ին կազմակերպել են արտահանման ֆինանսական աջակցմանը նվիրված համաժողով:
Ինչպես «Արմենպրես»-ին տեղեկացրին «Հայաստանի արտահանման ապահովագրական գործակալություն», համաժողովին ողջույնի խոսքով հանդես է եկավ ՀՀ էկոնոմիկայի նախարարի տեղակալ Հովհաննես Հովհաննիսյանը: Փոխնախարարը ներկայացրել է արտահանմանն ուղղված պետական քաղաքականությունը, կարևորել «Հայաստանի արտահանման ապահովագրական գործակալություն» ԱՓԲԸ դերակատարությունն արտահանման խթանման գործընթացում, հորդորել առևտրային բանկերին առավել ակտիվ համագործակցել գործակալության հետ։
Համաժողովի ընթացքում «Հայաստանի արտահանման ապահովագրական գործակալություն» ԱՓԲԸ և «Արմսվիսբանկ» ՓԲԸ միջև ստորագրվեց համագործակցության հուշագիր, որով կազմակերպությունները կմիավորեն ջանքերը՝ ուղղված ՀՀ ռեզիդենտ տնտեսվարող սուբյեկտների կողմից արտադրության ավելացմանը, արտահանման խթանմանը և նոր շուկաներ մուտք գործելուն նպաստող համատեղ ֆինանսական ծառայությունների ներդրմանը։
Գործարարներին ներկայացվեցին արտադրության ծավալների ավելացմանը և արտահանման խթանմանն ուղղված ֆինանսական գործիքները, արտահանման պետական աջակցության մեխանիզմները։ Արտահանման աջակցման խորհրդի մարտի 9-ի որոշմամբ՝ գերակա համարվող արտադրանք (գինի, մրգային օղի, պահածոներ, մսամթերք, ձկնատեսակ և ձկնամթերք) արտահանող տնտեսվարող սուբյեկտներին Հայաստանի զարգացման հիմնադրամի միջոցով ամբողջ ծավալով կսուբսիդավորվի «Հայաստանի արտահանման ապահովագրական գործակալություն» ԱՓԲԸ ծառայությունների դիմաց գանձվող ապահովագրավճարը։ Ի լրումն, կա խված արտահանման ուղղությունից, մինչև 6 տոկոսային կետ կսուբսիդավորվեն նաև ապահովագրական պոլիսի ապահովվածությամբ բանկերի կողմից արտահանողներին տրամադրվող առևտրային ֆակտորինգի կամ արտադրության փուլում հումքի ձեռքբերմանն ուղղված նախաարտահանման վարկի տոկոսադրույքները։
Գործակալության ապահովագրությամբ ծածկվում են օտարերկրյա գնորդի չվճարման ռիսկերը՝ պայմանավորված առևտրային (սնանկություն, անվճարունակություն կամ առանց իրավական հիմքի վճարումից հրաժարում),բնական աղետների և քաղաքական (վարչական որոշումներ, առևտրի սահմանափակումներ և այլն) ռիսկերով։ Գործակալության կողմից ներդրված նախաարտահանման ֆինանսավորման ապահովագրության ծառայությամբ ՀՀ առևտրային բանկերը հնարավորություն են ստանում առանց գրավային ապահովածության իրականացնել արտահանողի վարկավորում՝ ուղղված արտադրության համար անհրաժեշտ շրջանաու միջոցների ձեռքբերմանը։
