Դիտորդների թվի սահմանափակումը զուտ տեխնիկական խնդիր չէ, բանն այն է, որ հասարակական կազմակերպությունների թիվը, որոնք կդիմեն դիտորդության համար, շատ ավելի մեծ է լինելու, քան առաջարկվող սահմանափակման թիվը։ Այս մասին Past.am-ի հետ զրույցում ասաց Հելսինկյան քաղաքացիական ասամբլեայի Վանաձորի գրասենյակի ղեկավար, իրավապաշտպան Արթուր Սաքունցը։

«Այդ թիվը պետք է տրամաբանորեն հիմավորում ունենա, բայց նման հարցադրումն այս պահին կեղծ է, որովհետև ոչ թե թիվը պետք է սահմանվի ընտրատեղամասերի տարածքին համապատասխան, այլ տարածք պետք է սահմանվի գրանցված դիտորդների կամ լրատվամիջոցների ներկայացուցիչների թվին համապաստախան»,- պարզաբանեց մեր զրուցակիցը՝ շեշտելով, որ ստացվում է, որ սահմանափակում չեն դնում գրանցվող կազմակերպությունների թվի վրա, սակայն սահմանափակում մտցնում են տեղամասում միաժամանակ գտնվողների նկատմամբ, այսինքն՝ առաջանում է հակասություն գրանցվածների և տեղամասում գտնվողների թվի միջև։

Ըստ Սաքունցի՝ սահմանափակումը պատահական չէ։ Որպես օրինակ Սաքունցը հիշեց գործող օրենսգրքով դիտորդներին տրվող լիազորությունները, որոնցով դիտորդն իրավունք ունի պահանջելու, դիտողություն ներկայացնելու, առաջարկություն անելու։ Այլ կերպ ասած՝ գործող օրենսգրքով դիտորդների դիտորդական գործիքների հնարավորությունները շատ ավելի լայն են, իսկ ԸՕ նախագծով այդ գործիքները սահմանափակվում են:

«Նախագծով դիտորդն իրավունք ունի միայն ուշադրություն հրավիրել և առաջարկություններ ներկայացնել, որը կարող է հանձնաժողովի կողմից ընդունվել կամ չընդունվել։ Ավելին, դիտորդը չի կարող անգամ պահանջել վերացնել խախտումը, նախագծով նա նման իրավունք չունի»,- նկատեց Սաքունցը՝ ուշադրություն հրավիրելով այն հանգամանքի վրա, որ նախագծով դիտորդին զրկում են պահանջներ ներկայացնելու իրավունքից, ինչը ընտրական պրոցեսում խախտումները վերացնելու հիմնական ազդեցության լծակներից է։
