Արտոնություն ստացող ներդրումային ծրագրեր՝ տեսանելի արդյունքների ակնկալիքով

Քիչ թե շատ նշանակալի ներդրումային ծրագրերի համար ավելացված արժեքի հարկի 3 տարով հետաձգման եւ այլ հարկային արտոնությունների տրամադրման որոշումներ կառավարության վերջին տարիների նիստերում քիչ չեն ընդունվել: Եթե ոչ բոլոր, ապա դեպքերի մեծ մասում հարկային արտոնությունները նպաստել են բիզնես ծրագրերի իրականացմանը:

Հերթական անգամ կառավարությունը նման արտոնություններ տվեց եւս մի քանի խոշոր ներդրումային ծրագրերի, որոնց արդյունքները տեսանելի կլինեն արդեն այս տարվանից սկսած:

Առաջինը ձկնաբուծության զարգացման ներդրումային ծրագիրն է «Սևան Ակվա» ընկերության կողմից: Կառավարության որոշումներով՝ ընկերության կողմից ներմուծվող տեխնոլոգիական սարքավորումները, դրանց բաղկացուցիչ ու համալրող մասերը, հումքը և նյութերն ազատվեցին ներմուծման մաքսատուրքից, ինչպես նաեւ ավելացված արժեքի հարկի վճարումը հետաձգվեց երեք տարով: Ի՞նչ է նախատեսում ստեղծել «Սևան Ակվա»-ն՝ օգտվելով վերոնշյալ արտոնություններից: Ընկերությունը Սևանա լճում տեղակայելու է մոդելային ցանցավանդակային ձկնաբուծական տնտեսություն, որտեղ առաջիկա 10 տարվա ընթացքում կաճեցվեն Սևանի իշխանի գեղարքունի և ամառային ենթատեսակներ: Արդեն այս տարի լճում կտեղակայվի մեկ ձկնաբուծական տնտեսություն՝ բաղկացած 12 ցանցավանդակներից: Այդ նպատակով «Սևան Ակվա»-ն 1,1 մլրդ դրամի ներդրումներ կկատարի: Մեկ ձկնաբուծական տնտեսությունը նախատեսում է իր արտադրական հզորություններին հասնել 3 տարվա ընթացքում: Արդյունքում, ընկերությունը ծրագրում է արտադրել տարեկան շուրջ 685 տոննա ձկնամթերք՝ 2 մլրդ 400 մլն դրամ հասույթով: Այսինքն, Հայաստանում կունենանք բարձրորակ և համեմատաբար մատչելի գներով ձկնամթերք, բայց արտադրանքի մեծ մասը 2017-ից սկսած կարտահանվի Ռուսաստանի Դաշնություն: Կստեղծվեն մոտ 155 բարձր վարձատրվող նոր աշխատատեղեր:

Երկրորդը Սյունիքի մարզի Խնձորեսկ գյուղում փոքր հիդրոէներգակասկադի կառուցման ներդրումային ծրագրի համար ավելացված արժեքի հարկի հետաձգումն է: «Որոտան Սիսթեմսն» այդ նպատակով նախատեսում է 3,3 մլրդ դրամի ներդրումներ իրականացնել, որից մոտ 120 մլն դրամը՝ սարքավորումներ ձեռք բերելու համար: Ներդրումային ծրագրի իրագործման արդյունքում կստեղծվի մոտ 40 աշխատատեղ` միջին աշխատավարձը կազմելով 2016-ին՝ 80 հազար, 2017-ին՝ 85 հազար և 2018-ին՝ 90 հազար դրամ:

Ընդհանուր առմամբ, ինչպես նշեց էկոնոմիկայի նախարար Արծվիկ Մինասյանը, ներդրումային ծրագրերի իրականացման նպատակով կառավարության կողմից մաքսատուրքից ազատման արդյունքում ընկերությունների ներդրումները կազմելու են 50 մլն դոլար՝ 550 նոր ախատատեղերով: Մինչ այժմ մաքսատուրքերից ազատվել է 6 կազմակերպություն: Ինչ վերաբերում է ավելացված արժեքի հարկի հետաձգմանը, ապա դրանից օգտվող ընկերությունների ներդրումների ծավալը կազմելու է 186 մլրդ դրամ, իսկ ստեղծվելիք աշխատատեղերի ընդհանուր թիվը հասնելու է 5,5 հազարի:
