Ուշադիր կամ ոչ այնքան ուշադիր կարդացի Ընտրական օրենսգրքի նախագիծը: Հատկապես 59-րդ հոդվածը: Որտեղ գրված է՝ ՙԱզգային ժողովի, Երևանի, Գյումրու, Վանաձորի ավագանու ընտրությունների ժամանակ ընտրություններին մասնակցող յուրաքանչյուր կուսակցության համար տպագրվում է առանձին քվեաթերթիկ: Ընտրություններին մասնակցող յուրաքանչյուր կուսակցության քվեաթերթիկն իր գույնով պետք է ակնհայտորեն տարբերվի ընտրություններին մասնակցող մյուս կուսակցությունների քվեաթերթիկներից:
Քվեաթերթիկների գույները ընտրություններին մասնակցող կուսակցությունների միջև բաշխվում են վիճակահանությամբ` կենտրոնական ընտրական հանձնաժողովի սահմանած կարգով՚: Ողջ ընտրական օրենսգրքում ես չկարդացի դրույթ այն մասին, որ քվեաթերթիկները իրենց անուններով եւս պետք է ակնհայտորեն տարբերվեն ընտրույթւոններին մասնկացող այլ կուսակցությունների ընտրաթեթրիկներից, այսինքն քվեաթերթիկների վրա գրված է լինելու նաեւ ընտրություններին մասնակից կուսակցությունների անունները: Ստացվում է, որ ընտրողը, որոնց մեծ մասն, ի դեպ, տղամարդիկ են, որոնց զգալի մասն էլ, իմիջիայլոց, տառապում են դալտոնիզմով, միայն գույներո՞վ է առաջնորդվելու, թե որ կուսակցությանն է ընտրում եւ, եթե, օրինակ ՀՀԿ-ի գույնը՝ կարմիրն է, իսկ ԲՀԿ-ինը՝ կանաչ, ապա հազիվ էլ կարողանա ընտրել: Եւ երկրորդը, եթե ԿԸՀ-ի սահմանած կարգով անցկացված վիճակահանությամբ են որոշվում կուսակցությունների գույները, ապա տրամաբանում եմ, որ այդ վիճակահանությունը պետք է տեղի ունենա ԿԸՀ-ի սահմանած ժամկետներում: Ու, եթե հանկարծ ԿԸՀ-ն որոշի գունաբաշխման վիճակահանությունն իրականացնել ընտրություններից երեք օր առաջ, ապա այդ երեք օրը, անգամ ՀՀԿ-ն չի կարող իր բազմահազար երկրպագուներին ներկայացնել, որ իր գույնը, ենթադրենք, երկնագույն է: Չնայած՝ ՀՀԿ-ին ոչ մի վիճակահանությունը այդ գույնը չի տա, որովհետեւ կան ՀՀԿ-ականեր, որոնք ավելի լավ է չընտրվեն, քան երկնագույնի օգնությամբ ընտրվեն: Չնայած ես գուցե ոչ այնքան ուշադիր եմ կարդացել Ընտրական օրենսգիրքը, խոստովանեմ, երբ կարդում ես Մելիս Ռութվենի՝ Իսլամ աշխարհում գիրքը եւ զուգահեռաբար Ընտրական օրենսգրքի նախագիծը, վերջինս ուշադիր կարդալ չի ստացվում:
