Արցախում Սահմանադրություն փոխելու անհրաժեշտություն չկա․պատգամավոր

Հայաստանում դեկտեմբերի 6-ի Սահմանադրական հանրաքվեից հետո Արցախի իշխանությունները հայտարարեցին Արցախում Սահմանադրական փոփոխություններ իրականացնելու մտադրության մասին։ Օրերս էլ ԼՂՀ նախագահ Բակո Սահակյանի հրամանագրով մասնագիտական հանձնաժողով է ձևավորվել, որտեղ Բակո Սահակյանը խոսել է այն ոլորտների և հարցերի մասին, որոնց պետք է անդրադառնան փոփոխությունները։
Արցախի «Ազգային վերածնունդ» կուսակցության նախագահ, պատգամավոր Հայկ Խանումյանը Past.am-ի հետ զրույցում պարզաբանեց, որ Սահամանադրությունը փոխելու պահանջը դրվել է կառավարող քաղաքական ուժերի կողմից։ Խոսելով, թե արդյոք Արցախում կա նման փոփոխություններ իրականացնելու հասարակական պահանջ, Խանումյանը ցավով նշեց, որ քաղաքացիական հասարակության թույլ զարգացվածության և անկախ մամուլի գրեթե բացակայության պայմաններում հասարակության ապակուսակցական ակտիվ հատվածի ձևակերպված կարծիք այս կամ այլ հարցերի շուրջ չկա:
«Ներկայիս Սահմանադրությունը գործում է շուրջ 10 տարի և այդ ընթացքում քաղաքական ճգնաժամեր չեն առաջացել, հետևաբար, իմ կարծիքով, Սահմանադրությունը փոխելու անհրաժեշտություն չկա: Մեր կուսակցությունը դեմ է Սահմանադրական փոփոխություններին ընդհանրապես: Մենք կարծում ենք, որ 10 տարին մեկ Սահմանադրություն չեն փոխում, որ դա կարող է վատ անդրադառնալ երկրի արտաքին կերպարի վրա և դառնալ վատ նախադեպ ցանկացած նոր իշխանության համար՝ իրեն ցանկալի ձևով Սահմանադրություն փոխելու»,- ասաց մեր զրուցակիցը՝ հավելելով, որ չնայած վերոնշյալ հանգամանքներին, իրենք որոշել ենք մասնակցել փոփոխությունների գործընթացին՝ իրենց ընտրողների կարծիքը ներկայացնելու և գործընթացի զարկերակը պահելու նպատակով:
Նկատեցինք, որ Արցախի իշխանությունները հայաստանյան օրենքները մշտապես կրկնօրինակում և տեղայնացնում են Արցախում, հետաքրքվեցինք, թե այս դեպքում որքանով է նպատակահարմար առաջնորդվել Սահմանադրության փոփոխության հայաստանյան սցենարով և փոփոխություններ անել նաև Արցախի Սահմանադրության մեջ։ Ի պատասխան՝ Խանումյանն ասաց, որ Արցախում սահմանադրական փոփոխությունների մասին կառավարող ուժերը սկսել են խոսել դեռևս հայաստանյան իրադարձություններից շատ առաջ և հետևաբար այդ առումով հայաստանյան փոփոխությունների կրկնությունը չեն, սակայն հայաստանյան դեկտեմբերյան հանրաքվեն իր ազդեցությունն է ունեցել փոփոխությունների ձգտող արցախյան ուժերի ցանկության հաղթանակի համար:
