Ադրբեջանա֊արցախյան հակամարտությանը վերաբերող պաշտոնական Բաքվի ցանկացած մեկնաբանություն հստակ ցույց է տալիս, որ ադրբեջանական կողմը բանակցություններին՝ որևէ պայմաններում չվերադառնալու որոշում ունի արդեն։ Այդ որոշումն վերջնական է ու անբեկանելի, եթե իհարկե ֆորսմաժորային իրավիճակներ չլինեն։ Ավելին՝ Ալիևի վարչակազմը վստահ է, որ այդ մարտավարությունն արդյունավետ է և բխում է Ադրբեջանի շահերից։ 
Ադրբեջանի իշխանություններն իրենց համար որոշել են, որ կարևոր չէ, թե որքան կտևի հակամարտությունը և ինչ ճանապարհներով նրանք կհասնեն իրենց առջև դրված նպատակներին։ Ըստ ամենայնի, Բաքվում հստակ գնահատական է տրվել հայ֊ադրբեջանական հարաբերությունների ներկայիս փուլին, ուժերի ընդհանուր հարաբերակցությանը, դրանց տենդենցներին, արտաքին գործոնների ազդեցությանը և ընդհանրապես՝ հակամարտության բուն թեմային, որից հետո ադրբեջանցիները որոշել են, որ կարող են շատ ավելի մեծ հավակնություններ ունենալ, քան միայն Արցախին տիրանալը։ Խելքի քցողն էլ, անկասկած, Թուրքիան է եղել, որը հասկացրել է Ալիևին, որ անվտանգության հետ կապված խնդիրներ Ադրբեջանը մեծ հաշվով չունի։
Արդյունքում՝ հակամարտության թեման ավելի ընդգրկուն է դարձել և հիմա վերաբերվում է հայկական պետությունների գոյություն ունենալ/չունենալուն։ Իհարկե, ադրբեջանական կողմի ընկալումների տեսանկյունից։ Բայց այդ դեպքում հայկական կողմն էլ պիտի համապատասխան մոտեցում մշակի Ադրբեջանի հանդեպ։ Մշակի և կյանքի կոչի։ ՈՒրիշ տարբերակ չկա։
