ԱԺ-ում ուշացումով մեկնարկեց 4+4+4 ձևաչափով քննարկումը

Ազգային ժողովում մեկնարկել է ընտրական օրենսգրքի շուրջ 4+4+4 ձևաչափով քննարկումը, որն առաջարկել է ԱԺ ՀԱԿ խմբակցությունը: Քննարկումը պետք է սկսվեր ժամը 17:30-ին, սակայն քաղաքացիական հասարակության ներկայացուցիչները հրաժարվում էին Ազգային ժողովի շենք մտնելուց առաջ անվտանգության աշխատակիցներին հանձնել իրենց անձնագրերը:

Այնուամենայնիվ, շուրջ 40 րոպե տևած բանակցությունների արդյունքում նրանք հանձնեցին անձնագրերը և ներկայացան քննարկմանը:

Ինչպես հաղորդում է «Արմենպրես»-ը, քննարկման  մեկնարկին ՀԱԿ խմբակցության ղեկավար Լևոն Զուրաբյանն առաջարկեց զանգահարել «Ժառանգություն» կուսակցության ներկայացուցչին և ճշտել՝ ներկայանալո՞ւ է քննարկմանը, թե՞ ոչ: ԱԺ կառավարության աշխատակազմի ղեկավար-նախարար Դավիթ Հարությունյանն էլ առաջարկեց որևէ մեկին չզանգահարել և սկսել առանց այդ էլ ուշացած քննարկումը: «Ես առաջարկում եմ, որ մենք առաջ շարժվենք, որովհետև ծաղրելու նման մի բան է ստացվում արդեն»,- նշեց Հարությունյանը:

Լևոն Զուրաբյանը համաձայնեց Դավիթ Հարությունյանի առաջարկին և առանց «Ժառանգության» ներկայացուցչի քննարկումը մեկնարկեց:

ՀԱԿ խմբակցության ղեկավար Լևոն Զուրաբյանը, ով առաջարկել էր 4+4+4 ձևաչափով քննարկում անցկացնել, ներկայացրեց իրենց պատկերացումները քննարկումների վերաբերյալ: Զուրաբյանն ընդգծեց, որ քննարկման հիմնական նպատակը ընտրական գործընթացների նկատմամբ հանրության հավատը վերականգնելու  համար միասնական քայլերի մշակումն է: «Մեր կարծիքով՝ այդ վստահության լավագույն միջոցն է լայն  քաղաքական և հանրային կոնսենսուսի ստեղծումը նոր ընտրական օրենսգրքի ընդունման շուրջ: Դրա համար այստեղ ներկա ընդիդմադիր քաղաքական ուժերի և քաղաքացիական հասարակության ներկայացուցիչները ձևավորել են 5 պահանջների պլատֆորմ: Կարելի է ասել, որ ձևավորվել է բավականին լայն հասարակական և քաղաքական կոնսենսուս այդ 5 պահանջների շուրջ, որի մեջ չկա միայն իշխանությունը: Հիմա մենք  քննարկման այս ձևաչափն առաջարկել ենք այս պահանջների շուրջ լայն կոնսենսուս կառուցել, որովհետև մենք ցանկանում ենք, որ ձևավորվի այնպիսի կոնսենսուս, որում կլինի նաև իշխանությունը»,- ընդգծեց Զուրաբյանը:

4+4+4 ձևաչափով քննարկմանը մասնակցում են ՀՀ կառավարության աշխատակազմի ղեկավար-նախարար Դավիթ Հարությունյանը, ՀՀ արդարադատության նախարար Արփինե Հովհաննիսյանը, ՀՀ ԱԺ աշխատակազմի ղեկավար Հրայր Թովմասյանը, ԱԺ պետաիրավական հարցերի մշտական հանձնաժողովի նախագահ Հովհաննես Սահակյանը, ՀՅԴ խմբակցության պատգամավորներ Աղվան Վարդանյանը և Արմեն Ռուստամյանը, ԲՀԿ խմբակցության ղեկավար Նաիրա Զոհրաբյանը և ՀԱԿ խմբակցության ղեկավար Լևոն Զուրաբյանը:

Քաղաքացիական հասարակությունից քննարկմանը  մասնակցում են «Թրանսփարենսի ինթերնեշնլ» հակակոռուպցիոն կենտրոնի ներկայացուցիչ Սոնա Այվազյանը, «Իրազեկ քաղաքացիների միավորում» ՀԿ ծրագրերի համակարգող Դանիել Իոնիսյանը, «Իրավունքի Եվրոպա միավորում» ՀԿ-ի ներկայացուցիչ, փաստաբան Տիգրան Եգորյանը և իրավապաշտպան Արտակ Զեյնալյանը:
