Ժնեւի խորհրդաժողովում քննարկվել են սիրիացի փախստականների խնդրի լուծման ուղիները

 Սիրիացի փախստականներին օգնություն ցուցաբերելու հարցերին նվիրված խորհրդաժողովը, որը մարտի 30-ին կայացել է Ժնեւում, քննարկել է այդ սուր հիմնախնդրի լուծման ուղիները: Մի շարք պետություններ առաջարկել են լրացուցիչ տեղեր հատկացնել սիրիացիների տարաբնակեցման համար, որոնք ապաստան են գտել իրենց հայրենիքի հարեւան երկրներում: Սակայն համաժողովի գլխավոր արդյունքը դարձել է համաշխարհային հանրակցության կողմից ցուցադրված միասնությունը փախստականների հետ կապված ճգնաժամին դեմ հանդիման:

Ամփոփելով խորհրդաժողովի արդյունքները, որը մեկտեղել էր 92 պետությունների եւ երեք տասնյակ կազմակերպությունների ներկայացուցիչների, ՄԱԿ-ի փախստականների գործերի գերագույն կոմիսար Ֆիլիպո Գրանդին ուշադրություն է դարձրել նրա մասնակիցների կողմից «համերաշխության եւ պատասխանատվության բաժանման անհրաժեշտության հստակ ըմբռնման վրա»:

Համաժողովի մասնակից երկրները խոստացել են տեղավորել մինչեւ 185 հազար փախստականների: Իտալիան հայտարարել է 1,5 հազար, Շվեդիան՝ 3 հազար հավելյալ տեղեր տրամադրելու մասին, ԱՄՆ-ը հաստատել է մինչեւ սեպտեմբերի վերջը 10 հազար սիրիացիների ընդունելու իր նախկին պլանները: Եվրամիությունը մտադիր է տեղավորել 54 հազար մարդու: Մինչդեռ ավելի վաղ ՄԱԿ-ի փախստականների գործերի գերագույն կոմիսարի վարչությունը հայտարարել էր, որ տեղավորման կարիք ունեն 480 հազար սիրիացիներ:

Ելույթ ունենալով խորհրդաժողովում՝ ՄԱԿ-ի գլխավոր քարտուղար Պան Գի Մունը  նշել Է, որ փախստականների հիմնախնդրի լուծման մոտեցումը «խարսխվում Է երեք լայն սկզբունքների վրա»: «Առաջին հերթին մենք պետք Է սիրիացիներին տանք լավագույն ապագայի հույս, նրանց տանք միջոցներ, որպեսի նրանք կարողանան դասավորել իրենց կյանքը,- ասել Է նա:- Մենք մեր գործընկերների հետ աշխատում ենք այն նախաձեռնությունների վրա, որոնք պետք Է հանգեցնեն նոր աշխատատեղերի ստեղծման եւ  դպրոցներ սիրիացի երեխաների վերադարձման»: Բացի դրանից, ինչպես նշել Է ՄԱԿ-ի գլխավոÖ € քարտուղարը, անհրաժեշտ Է ավելացնել Սիրիայի սահմաններից դուրս այն համայնքների ֆինանսական եւ քաղաքական օժանդակումը,որոնք ընդունում են փախստականներին:

«Եվ երրորդ, մենք  պետք Է կրենք ընդհանուր պատասխանատվություն, այդ թվում՝ ավելի մեծ թվով երկրներում փախստականների համար իրավաբանական ուղիների ընդյալնման միջոցով»,- ընդգծել Է նա:    

ՄԱԿ-ի Փախստականների գործերի գերագույն կոմիսարի վարչության տվյալներով՝ Սիրիայում հակամարտության հինգ տարվա ընթացքում ներքին տեղահանված անձ Է դարձել 6.6 միլիոն մարդ: Սիրիայի հարեւան երկրներում ապաստան Է գտել շուրջ 4,8 միլիոն սիրիացի, հարյուր հազարավորներ սիրիացիներ ուղեւորվել են Եվրոպա, հաղորդել Է ՏԱՍՍ-ը:
