ՀԱՊԿ անդամ պետությունների համագործակցությունն ԱԻ ոլորտում ամրապնդվում է

ՀՀ ԱԻ նախարարությունում մարտի 31-ին կայացավ Հավաքական անվտանգության պայմանագրի կազմակերպության (ՀԱՊԿ) ԱԻ հարցերով կոորդինացիոն խորհրդին առընթեր աշխատանքային խմբի նիստը, որը վարում էին ՀՀ ԱԻՆ աշխատակազմի Արտաքին կապերի վարչության պետ Մ. Գևորգյանը և ՀԱՊԿ-ի քարտուղարության կանչերի և սպառնալիքների հակազդեցության վարչության խորհրդական Վ. Նեկլյուդովը: Նիստին մասնակցում էին ՀԱՊԿ աշխատանքային խմբում ընդգրկված Հայաստանի, Բելառուսի, Տաջիկստանի, Ղրղզստանի, Ղազախստանի ԱԻ նախարարությունների ներկայացուցիչները: Հանդիպման նպատակն էր մշակել ՀԱՊԿ-ի անդամ պետությունների` արտակարգ իրավիճականերին կոլեկտիվ արձագանքման հարցերով հետագա զարգացումների ռազմավարությունը: Նիստերի ընթացքում քննարկվում են այն խնդրահարույց հարցերը, որոնք ծառացել են ՀԱՊԿ-ի շրջանակներում պետությունների ԱԻ համակարգերի միջև: Քննարկվում են առաջ քաշված ծրագրերի իրագործման մեխանիզմներ, անհրաժեշտության դեպքում այդ ծրագրերը ներկայացվում են որպես փաստաթղթեր: Կանոնադրության համաձայն` բոլոր փաստաթղթերը համաձայնեցվում են անդամ պետությունների լիազոր մարմինների հետ, որից հետո բերվում են ՀԱՊԿ-ի ԱԻ հարցերով կոորդինացիոն խորհուրդ: Փաստաթղթերի ստորագրումը` կախված դրանց կարևորությունից, կատարվում է ՀԱՊԿ անդամ պետությունների նախարարների կամ նախագահների կողմից:
Ողջունելով ներկաներին` ՀՀ ԱԻՆ արտաքին կապերի վարչության պետ Մ. Գևորգյանը նշեց, որ նմանատիպ աշխատանքային հանդիպումներն անհրաժեշտ են, քանի որ թույլ են տալիս ակտիվացնել համատեղ աշխատանքներն արտակարգ իրավիճակների կանխարգելման և հետևանքների վերացման ոլորտում: Դրանք նպաստում են նոր լուծումներ և մոտեցումներ գտնելուն:
«Համագործակցության վառ օրինակ է հայ-ռուսական մարդասիրական արձագանքման կենտրոնի ստեղծումը, որի պաշտոնական բացումը կայացավ օրերս: Կենտրոնի բացման հիմնական նպատակ կարող են դիտվել արտակարգ իրավիճակների կանխարգելման և հետևանքների վերացման մեխանիզմների ամրապնդումն ու զարգացումը: Կենտրոնը կարձագանքի ոչ միայն Հայաստանում պատուհասած աղետներին, այլև օգնության ձեռք կմեկնի բոլոր այն երկրներին, որոնք օգնություն կխնդրեն մեզանից»,- հավելեց Մ. Գևորգյանը:
Շնորհակալություն հայտնելով ընդունելության համար` ՀԱՊԿ-ի քարտուղարության կանչերի և սպառնալիքների հակազդեցության վարչության խորհրդական Վ. Նեկլյուդովը նշեց, որ կոորդինացիոն խորհրդի համար այս օրը մեծ նշանակություն ունի, քանի որ աշխատանքային խմբի հանդիպումները հաճախակի չեն լինում:
«Տարվա ընթացքում մենք հանդիպում ենք երկու անգամ` առաջինը մարտին, երկրորդը` սեպտեմբերին: Այսօր կպարզենք, թե ինչ նոր առաջարկություններ կան, սեպտեմբերին ինչ փաստաթղթեր են ստորագրվելու, ինչ հեռանկարներ ունենք, և ինչ ենք իրականացրել մինչև օրս: Ցավոք, մեր աշխատանքային ժամանակը սահմանափակ է, իսկ քննարկվող թեմաները` շատ: Մեզ մաղթում եմ բարեհաջող աշխատանքային օր», - եզրափակեց Վ. Նեկլյուդովը:
Նիստի ժամանակ քննարկվեցին ոչ կառավարական և միջազգային կազմակերպությունների հետ համագործակցության ընդլայնման, ուսումնական կենտրոնների կատարելագործման և ստեղծման, փրկարարների ուսուցման արդի մեթոդների մշակման, պրակտիկ և տակտիկական-մասնագիտական դասընթացների, հրամանատարաշտաբային ուսումնավարժությունների անցկացման, հաջորդ նիստի օրակարգի պատրաստման, աշխատանքային խմբի իրավական ոլորտին վերաբերող և այլ օրակարգային հարցեր:
Ապրիլի 1-ին ՀԱՊԿ-ի ԱԻ հարցերով կոորդինացիոն խորհրդին առընթեր աշխատանքային խումբը կշարունակի աշխատանքները, որի շրջանակներում նախատեսվում է այցելություն Գետարգել համայնքում տեղակայված հայ-ռուսական մարդասիրական արձագանքման կենտրոն:
