Ամերիկայի Միացյալ Նահանգների 7 նահանգի կողմից Արցախի անկախության ճանաչումը պարարտ հող է նախապատրաստում միջազգային ճանաչման համար: «Մեդիա կենտրոն»-ում հարցազրույցում նման գնահատական տվեց ՀՀ արտաքին գործերի նախարարի տեղակալ Շավարշ Քոչարյանը: «Մի կողմից հասկանալի է, որ դա ֆեդերալ իշխանությունների դիրքորոշում չէ, սակայն մյուս կողմից պարարտ հող է նախապատրաստում Արցախի միջազգային ճանաչման համար: Դա նշանակում է, որ միջազգային հանրության մոտ գնալով ձևավորվում է այն պատկերացումը, որ Ադրբեջանը այդ նույն բանակցությունների քողի տակ վարում է այլ քաղաքականություն, որը նաև հղի է ապակայունացմամբ, ռազմական գործողությունների վերսկսմամբ: Եվ, բնականաբար, այդ իրավիճակում արդեն Արցախի անկախության ճանաչումը ելքերից մեկն է»,- նշեց Քոչարյանը: ՀՀ ԱԳ փոխնախարարը կարծիք հայտնեց, որ այդ գործընթացը շարունակական է լինելու, իսկ ԼՂ հակամարտության գոտում ս տեղծված իրավիճակից ուշ, թե շուտ ելք է պետք:
Նրա խոսքով՝ բանակցություններում առաջընթաց ապահովելու համար առաջին հերթին հարկավոր է զինադադարի պայմանագրի լիարժեք կատարում: «Մենք խոսում ենք 1994թ. զինադադարի պայմանագրի մասին, բայց 1995թ. եղել է ևս մեկ եռակողմ համաձայնագիր, որն ուղղված էր զինադադարի ռեժիմի պահպանմանը: Այնտեղ, ի դեպ, հիշատակվում էր նաև հետաքննության մեխանիզմի մասին: Եվ դա Ադրբեջանի միջազգային պարտավորությունն է, որը նա ստորագրել է Հայաստանի և Լեռնային Ղարաբաղի Հանրապետության հետ միասին»,- եզրափակեց Շավարշ Քոչարյանը:
ԱՄՆ 7 նահանգների օրենսդիր մարմիններ Արցախի Հանրապետության անկախությունը ճանաչող բանաձևեր են ընդունել: Այդ նահանգներն են՝ Հավային, Կալիֆորնիան, Լուիզիանան, Ռոդ Այլենդը, Մասաչուսեթսը, Մենը և Ջորջիան:
