314 միլիոն դրամ՝ 5 պարբերական հրատարակելու համար

Կառավարության պաշտոնական կայքից տեղեկանում ենք, որ 314 միլիոն դրամ է հատկացվել 2016թ. հինգ անուն պաշտոնական տեղեկագիր տպագրելու համար:
Դրանք «Հայաստանի Հանրապետության պաշտոնական տեղեկագիր», «Հայաստանի Հանրապետության գերատեսչական նորմատիվ ակտերի տեղեկագիր», «Երևանի իրավական ակտերի տեղեկագիր», «Հայաստանի Հանրապետության պաշտոնական տեղեկագիր» ռուսալեզու եւ «Քաղաքային ու գյուղական համայնքների նորմատիվ իրավական ակտերի ժողովածու» տեղեկագրերն են: Հիմնականում մեծ սպառում չունեցող, բայց օրենքով պարտադիր հրապարակման ենթակա վերոնշյալ պարբերականների հրատարակման համար նախատեսված այս մեծ գումարը կարող էր ավելի նպատակահարմար կերպով օգտագործվել:
Հայտնի փաստ է, որ տեղեկագրերը լայն սպառում չունեն եւ դրանց տպագրությունն ավելի շատ ձեւական բնույթ է կրում: Մարդկանց, գյուղերին այնքան ուշադրություն չեն դարձնում, որքան գումար են ծախսում տեղեկագրերի տպագրության վրա: Նման դեպքերի համար բյուջեում միշտ էլ գումար լինում է: Իսկ երեկ կառավարության շենքի դիմաց հավաքված, աշխատանքի ընթացքում հաշմանդամություն ձեռք բերած եւ անգործունակ ճանաչված հայ օդաչուների խնդրանքը (որովհետեւ նրանք անգամ չէին պահանջում), իրենց հասանելիք հաշմանդամության նպաստը ստանալու ակնկալիքն այդպես էլ կմնա անկատար:
Նշենք նաեւ, որ այդ բոլոր օդաչուներին հասանելիք նպաստը միասին կազմում է մոտ 8 միլիոն դրամ: Պետությունը մեկ տարվա համար 314 միլիոն դրամ է հատկացնում քչերին հետաքրքրող պաշտոնական տեղեկագրերի հրատարակության համար, իսկ հայրենքին ծառայած ու հաշմանդամ դարձած օդաչուներին հասանելիք նպաստը վճարելու համար 8 միլիոն դրամ չի կարողանում հայթայթել:
