Կվճարի՞ արդյոք ՌԴ-ն Ադրբեջանին՝ ԵՏՄ անդամակցության դիմաց

Օրերս Ռուսաստանում Ադրբեջանի դեսպան Փոլադ Բյուլբյուլօղլուն հստակեցրել է, թե որն է Ադրբեջանի` ԵՏՄ անդամակցության գինը։ «Բաքուն դրական է վերաբերվում Եվրասիական տնտեսական միության ստեղծմանը, բայց մտադիր չէ անդամակցել այդ կառույցին, քանի դեռ լուծված չէ Լեռնային Ղարաբաղի խնդիրը»,- հայտարարել է Ռուսաստանում Ադրբեջանի դեսպանը։
«Ադրբեջանը սկզբունքորեն դրական է վերաբերվում այդ կառույցին, որովհետև դա մեր ընդհանուր տարածքն է և շատ մեծ շուկա։ Բայց այսօր մենք չենք կարող միանալ, քանի դեռ լուծված չէ Լեռնային Ղարաբաղի հակամարտությունը, որովհետև մեր երկրում ավելի քան մեկ միլիոն փախստական կա, մեր տարածքի 20 տոկոսն օկուպացված է։ Այսպիսի տարածքային հակամարտության առկայության դեպքում մենք չենք կարող ագրեսոր երկրի հետ նույն միությունում լինել և այդ երկրի հետ ինչ-որ հարցեր լուծել»,- ասել է Փոլադ Բյուլբյուլօղլուն։
Նա ընդգծել է, որ Եվրասիական տնտեսական միությանն Ադրբեջանի միանալու հարցը կարող է քննարկվել միայն Լեռնային Ղարաբաղի հակամարտության կարգավորումից հետո։
Ուշագրավն այն է, որ ռուսական հեռուստաալիքներից մեկի հետ զրույցում Ադրբեջանի ԱԳ նախարար Էլմար Մամեդյարովը, պատասխանելով Եվրասիական տնտեսական միությանը Ադրբեջանի հնարավոր միացման մասին հարցին, պատասխանել էր.
«Եվրասիական տնտեսական միության մեծ բաղկացուցիչ մաս է Մաքսային միությունը. բռնազավթված տարածքների առկայությունը մեզ թույլ չի տալիս Հայաստանի հետ համագոյակցել միասնական մաքսային միության շրջանակում»։
Նա նաև նշել էր, որ եթե Հայաստանը դուրս բերի իր զորքերը, բացվեն սահմանները, եթե կարգավորվեն Հայաստանի և Ադրբեջանի միջև տնտեսական հարաբերությունները, ապա երբեք չպետք է ասել` երբեք, ակնարկելով, որ հնարավոր է Ադրբեջանի՝ ԵՏՄ անդամակցությունը։ Երկու օր առաջ էլ Ռուսաստանի ու Ադրբեջանի արտգործնախարարներ Սերգեյ Լավրովն ու Էլմար Մամեդյարովը Մոսկվայում քննարկել էին ղարաբաղյան հակամարտության կարգավորման հարցը։
Հանդիպման ժամանակ Մամեդյարովը հայտարարել էր, որ ԼՂ-ի հիմնախնդիրն արդեն չափից ավելի է հասունացել, և, որ անհրաժեշտ է լուծել այն.
«Կա թեմա, կա խնդիր, անհրաժեշտ է լուծել այն։ Այն արդեն իսկ հասունացել է»։ Մամեդյարովը հասցրել է Լավրովին դժգոհել Եվրոպական միությունից և Ռիգայի գագաթաժողովի միասնական հռչակագրում Ղարաբաղի վերաբերյալ տեղ գտած ձևակերպումներից։
Սերգեյ Լավրովն իր հերթին` հայտարարել էր, որ ղարաբաղյան հակամարտության կարգավորումը Ռուսաստանի արտաքին քաղաքական առաջնահերթությունների թվում է. «Ռուսաստանը, նախկինի նման, իր արտաքին քաղաքական առաջնահերթություններից մեկն է դիտարկում հակամարտող կողմերի միջև պայմանավորվածության հասնելուն աջակցելը։ Շարունակելու ենք ակտիվորեն աջակցել փոխընդունելի պայմանավորվածությունների փնտրտուքին»։
Որոշ միջազգայնագետներ չեն բացառում, որ հօգուտ Ադրբեջանի ԼՂ հակամարտության կարգավորման դեպքում Ադրբեջանը կմիանա Եվրասիական տնտեսական միությանը, հատկապես, երբ լարված են Ադրբեջան-ԵՄ հարաբերությունները, սակայն, ըստ նրանց, հարց է` Ռուսաստանը պատրա՞ստ է Ադրբեջանին «վճարել այդ գինը» :
