Լավրովն ակնարկել է, թե ով է բանակցությունները դուրս բերում Մինսկի խմբի շրջանակից

Լեռնային Ղարավաղի հակամարտությունը չի կարող ունենալ ռազմական կարգավորում: Մինսկի խմբի ձևաչափը խնդրի կարգավորման միակ ընդունելի տարբերական է: Ինչպես հաղորդում է «Արմենպրես»-ը, այս մասին Մոլդովայի արտգործնախարարի հետ համատեղ մամուլի ասուլիսի ժամանակ ասել է ՌԴ արտաքին գործերի նախարար Սերգեյ Լավրովը:
«Լեռնային Ղարաբաղում տեղի ունեցող իրադարձությունների վերաբերյալ մեր դիրքորոշումը հայտնել են թե նախագահ Վլադիմիր Պուտինը, թե արտաքին գործերի նախարարությունը, թե պաշտպանության նախարարությունը: Պաշտպանության նախարար Սերգեյ Շոյգուն և ես կապվել ենք Բաքվում և Երևանում մեր գործընկերների հետ: Մենք մեր լրջագույն մտահոգությունն ենք հայտնել` կրկնելով ՌԴ նախագահի կողմից արված ուղերձը հրադադարի ռեժիմի խախտումների շուտափույթ ու անհապաղ դադարեցման, բարդություններ չստեղծելու և խաղաղ կարգավորմանն անցելու ջանքերը վերսկսելու վերաբե րյալ: Հուսով ենք, որ այդ կոչերը լսվել են: Ամեն դեպքում կողմերը հայտարարել են այն մասին, որ տրվել են համապատասխան հանձնարարականներ, թեպետ այսօր շարունակում ենք լսել հայտարարություններ, որ միջադեպերն ամբողջությամբ չեն հարթվել: Մենք շարունակում ենք կապի մեջ մնալ Բաքվի և Երևանի հետ, որպեսզի ի վերջո տեղ հասնեն Մոսկվայից, Վաշինգտոնից և Փարիզից հնչեցվող ահազանգերը»,- նշել է Սերգեյ Լավրովը:
Անդրադառնալով ԵԱՀԿ Մինսկի խմբի ձևաչափին և հակամարտության կարգավորման գործում ունեցող դերակատարությանը` ՌԴ արտգործնախարարը նշել է, որ խումբը մեծ մեխանիզմ է, և այն հստակեցրել է սկզբունքները, որոնց վրա պետք է հիմնվի ԼՂ հակամարտության վերջնական կարգավորումը: Լավրովը փաստել է, որ Մինսկի խմբի համանախագահներն ակտիվ աշխատանքներ են տանում, պարբերաբար կապի մեջ են երկրների հետ, այցելում են տարածաշրջան, հանդիպում նախագահներին, արտգործնախարարներին, գնում հակամարտության գոտի, լինում շփման գծում:
«Սա միջնորդների համընդհանուր ճանաչված եռյակն է, որի դերն ամրագրված է թե ԵԱՀԿ, թե ՄԱԿ-ի Անվտանգության խորհրդի որոշումներում: Մենք պետք է ամեն կերպ աջակցենք նրանց գործունեությանը: Ճիշտ կլինի չփորձել խաթարել ԵԱՀԿ Մինսկի խմբի համանախագահների դերակատարությունը և չփորձել անտեսել այդ դերն ու այն աշխատանքները, որոնք շատ կարևոր նշանակություն ունեն և որոնց համանախագահները հասել են կողմերի հետ մոտ 10 տարվա ընթացքում տարված աշխատանքների միջոցով: Աշխատանքները Մինսկի խմբի եռանախագահների շրջանակից դուրս հանելու բոլոր մտքերը երևի թե կօգտագործվեն նրանց կողմից, ովքեր ցանկանում են հակամարտության կարգավորումը եթե ոչ ամբողջությամբ ձախողել, ապա գոնե լրջորեն բարդացնել այն: Իսկ նման փորձեր կան նրանց կողմից, ում ձեռնտու չեն ԼՂ հիմնախնդրի կարգավորման հարցի շուրջ համապատասխան մոտեցումները, որոնք ամրագրված են ԱՄՆ, ՌԴ, Ֆրանսիայի բազմաթիվ փաստաթղթերում, այդ թվում և այն փաստաթղթերում, որոնք ստորագրվել են բարձրագույն` նախագահների մակարդակով և որոնք ենթադրում են ԼՂ խնդրի բացառապես խաղաղ, քաղաքական կարգավորում, որը չի կարող ունենալ ռազմական լուծում. լուծումը պետք է գտնվի Հելսինկան եզրափ ակիչ ակտի դրույթների հիման վրա»,- ասել է Լավրովը:
ՀՀ ԱԳ նախարարը բազմիցս հայտարարել է, որ Հայաստանը երախտապարտ է ՄԽ համանախագահներին` կարևոր և հետևողական միջնորդական առաքելությանհամար, որի վկայությունն են նաև եռանախագահ երկրների ղեկավարների կողմից լ’Ակվիլայում, Մուսկոկայում, Դովիլում և Լոս-Կաբոսում արված համա տեղհայտարարությունները:
