Թալիշ գյուղում տեղի ունեցած արյունահեղ դեպքերի առիթով կարելի է դիմել դատական կամ միջազգային որևէ ատյան: Դեպքը կարելի է որակել թե որպես ցեղասպանական հատկանիշներով գործողություններ, թե որպես ռազմական հանցագործություն: «Պետք է ռազմական ոստիկանությունը գործ հարուցի քրեական դատարանում: Խաղաղ բնակչության դեմ առանձնահատուկ դաժանություն ցուցաբերած մարդիկ ունեն ռազմական համազգեստ, բայց նրանց զինվորներ անվանել անհնար է»,- «Արմենպրես»-ի հետ զրույցում հայտնել է քաղաքագետ Ալեքսանդր Մարկարովը: Նրա կարծիքով՝ իր հետ կհամաձայնեն նաև մարդու իրավունքների պաշտպանությամբ զբաղվող կառույցները: Նման անթույլատրելի գործողությունների վրա պետք է հրավիրել միջազգային ուշադրություն:

Մասնագետը նշեց, որ կա գործոնների ամբողջ շղթա և համալիր, որը պայմանավորում է Ադրբեջանի գործողությունները: Ադրբեջանական  կողմը նախանցյալ տարվանից սկսած շփման գծում բարձացնում է լարվածության աստիճանը: Հարցը փորձում են լուծել հնարավորության սահմաններում, ուստի սկսում են գործի դնել բանակում առկա զենքը: Բացի այդ՝ հակառակորդը ձգտում է դիմել տարբեր տիպի արկածախնդրային գործողությունների՝ օժանդակություն ստանալով Թուրքիայից:  Ներքին լարվածությունից ու խնդիրներից շեղելու համար՝ Ադրբեջանը փորձում է ինչ-որ իմաստով համախմբել հասարակությունը երկրի նախագահ Իլհամ Ալիևի շուրջ, և դա հնարավոր է հենց այդպիսի գործողությունների միջոցով: «Ադրբեջանի կարծիքով՝ դա կարող է ավելացնել ներքին իշխանության լեգիտիմությունը, որն իրականում իր երկրի քաղաքացիների իրավունքների վրա ուղղակի թքած ունի»,- հավելեց իր խոսքում Մարկարովը:

Այժմ հակամարտությունների ինտենսիվությունը 1994 թ. համաձայնությունից հետո ամենաբարձրն է, բայց հարց է՝ արդյո՞ք սա կարելի որակել իբրև պատերազմ, այլ ոչ թե որպես երկարաձիգ փոխհրաձգություն: Ադրբեջանական կողմը ստանում է լուրջ վնասներ. քաղաքագետի խոսքով՝ միայն կորցրած տանկերի թիվն արդեն մոտենում է դրանց ընհանուր քանակի մոտ 10% -ին: Մասնագետի կարծիքով՝ հարկավոր է նաև շարունակել դիվանագիտական և միջազգային ճնշումը Ադրբեջանի վրա, ինչպես նաև առաջ տանել բանակցային գործընթացը: «Եթե խաղաղ բանակցային գործընթացի այլընտրանք գոյություն չունի, ապա ռա զմական գործողությունների շարունակության դեպքում Ադրբեջանը կվերահաստատի սեփական պարտությունը ռազմական գործողությունների շրջանակներում: Անհրաժեշտության դեպքում իրադրությունը պետք է հասցնել այն կարգավիճակի, որ Ադրբեջանը ստիպված լինի ոչ միայն գնալ բանակցային գործընթացի, այլեւ դրանից դուրս գա վարկանիշային ու բազմաթիվ այլ կորուստներով, ինչն իրենց համար արդեն սովորական է դարձել»,- ընդգծեց քաղաքագետը:

Ալեքսանդր Մարկարովը ընդգծեց այն փաստը, որ վերջին շրջանում տեղի ունեցած հակամարտությունները շատ անգամ միջազգային հանրության միջնորդությամբ են լուծում գտել: «Միջազգային հանրության արձագանքի ազդեցությունը, իհարկե, Բաքվի ձեռքերում է, բայց այդ ազդեցության բացակայությունը կարող է հանգեցնել ինչպես Ադրբեջանի տնտեսության, այնպես էլ վարչակարգային կործանման»,- ավելացրեց նա:
