 Լեռնային Ղարաբաղի պաշտպանության նախարարությունը հայտարարություն է տարածել ադրբեջանական լրատվամիջոցների կողմից ապրիլի 4-ին տարավող կողծ փաստաթղթի վերաբերյալ, որն իբր ստորագրված էր ԼՂՀ պաշտպանության նախարար և պաշտպանության բանակի հրամանատար Լևոն Մնացականյանի կողմից: Այս մասին «Արմենպրես»-ին տեղեկացրին ԼՂՀ պաշտպանության նախարարության մամուլի ծառայությունից:

Հայտարարության մեջ ասվում է. «Պարզվում է, որ հակառակորդն ապաշնորհ է ոչ միայն մարտադաշտում, այլև քարոզչական ճակատում: Ադրբեջանի ՊՆ «մասնագետները» հավանաբար լսել են, որ գոյություն ունի նաև քարոզչական պատերազմ, սակայն հաշվի չեն առել, որ հատուկ հոգեբանական գործողություններ իրականացնելու համար անհրաժեշտ են գոնե նվազագույն գիտելիքներ: Մարտադաշտում ցավագին հարվածներ ստանալով՝ադրբեջանցիները ըստ երևույթին որոշել են հաջողության հասնել քարոզչական հարթության վրա: Հերյուրելով մի կիսագրագետ նամակ, որն իբր թե գրվել է ԼՂՀ ՊՆ, ՊԲ հրամանատարի կողմից, Ադրբեջանի ՊՆ վայ-քարոզիչները չեն հասկացել, որ հայերեն նամակ գրելու համար նախևառաջ անհրաժեշտ է գոնե բավարար չափով իմանալ հայոց լեզուն:

Նամակի ոճն ու գրագիտությունը կամ ավելի ճիշտ անգրագիտությունը մեկնաբանության կարիք չունեն:

Ավելացնենք նաև, որ ԼՂՀ ՊՆ, ՊԲ հրամանատար, գեներալ-լեյտենանտ Լևոն Մնացականյանը երբևէ այդպիսի ստորագրություն չի ունեցել»:
