ԱԺ-ն քննարկում է «Հրազդան ցեմենտ» ՓԲԸ-ի հարկային պարտավորությունների չկատարման տույժերը զիջելու հարցը

Ազգային ժողովը քննարկում է «Հրազդան ցեմենտ» փակ բաժնետիրական ընկերության նկատմամբ հաշվարկված, բայց չվճարված հարկային պարտավորությունների և պարտադիր սոցիալական ապահովագրության գծով առաջացած տույժերը զիջելու հարցը: Ինչպես հաղորդում է «Արմենպրես»-ը, «Հրազդան ցեմենտ» փակ բաժնետիրական ընկերության հարկային և պարտադիր սոցիալական ապահովագրության վճարների գծով արտոնություններ տալու մասին» օրենքի նախագիծը խորհրդարանի քննարկմանը ներկայացրեց ՀՀ էկոնոմիկայի նախարար Արծվիկ Մինասյանը: «Խոսքը գնում է նրա մասին, որ «Հրազդան ցեմենտ»  ՓԲԸ-ն, սկսած ճգնաժամային տարիներից, ինչ-որ տեղ նաև ոչ բավարար մենեջմենթի պատճառով, կուտակել է մեծածավալ հարկային պարտավորություններ, ինչը հանգեցրել է նրան, որ այս գործարանին տրված վարկային պարտավորությունների ապահովման միջոց հանդիսացող ձեռնարկության ամբողջ գույքը և նաև բաժնեմասերը, գրավադրվել են «ՎՏԲ Հայաստան» բանկում, ինչի հետևանքով գործարանը գնում է ր սնանկացման և լուծարման»,- նշեց Մինասյանը:

Մինասյանը հավելեց, որ ելնելով ձեռնարկության կարևորությունից երկրի տնտեսական ներուժի պահպանման տեսանկյունից և նրանից, որ ձեռնարկությունն ապահովում է 470 աշխատատեղ, ինչը Կոտայքի մարզում հսկայական սոցիալական խնդիրներ է լուծում, դեռևս մեկ տարի առաջ վարչապետի հանձնարարությամբ ստեղծվել էր աշխատանքային խումբ քննարկումներ կազմակերպելու համար, որում ներգրավվել են բոլոր շահագրգիռ կողմերը: Արդյունքում ներկայացվում է այս նախագիծը, որպեսզի «Հրազդան ցեմենտ» ՓԲԸ-ի  նկատմամբ հաշվարկված, բայց չվճարված պարտադիր սոցիալական ապահովագրությ ան գծով առաջացած տույժերը զիջվում են, որպեսզի հնարավորություն տրվի շարունակել գործարանի բնականոն գործունեությունը: «Հստակեցնեմ, որ առաջարկում ենք զիջել ոչ թե հարկային պարտավորությունները, այլ դրանց չկատարման հետևանքով առաջացած տույժերը»,- հավելեց նախարարը:

Նա նաև հայտնեց, որ գործարանի բաժնետերն ամբողջությամբ փոխվել է: «ՎՏԲ Հայաստան» բանկը տրամադրել է 4.6 միլիոն դոլարի լրացուցիչ վարկային ռեսուրս, ինչի արդյունքում ամբողջությամբ բաժնետոսմերի սեփականության իրավունքը անցել է բանկին: «Ելնելով այս նկատառումներից՝ կառավարությունը նպատակահարմար է գտել այս տույժերը զիջել, որ գործարանը շարունակի իր բնականոն գործունեությունը: Մենք հարցը քննարկել ենք Ազգային ժողովի տնտեսական հարցերի մշտական հանձնաժողովի նիստում, որտեղ եղել է առաջարկ 5 միլիոն 261 հազար դրամի չափով բնօգտագործման տույժերն ու վճարներն այդ ցանկից չհանվեն: Կառավարությունն այս առումով առարկություններ չունի:  Մենք առաջարկում ենք  զիջել գործարանի 510 միլիոն 125 հազար դրամի չափով տույժերը: Իսկ ընդհանուր  պարտավորությունների ծավալը կազմում է 935 միլիոն դրամ: Մենք առաջարկում ենք ընդհանուր պարտավորություններից ազատել միայն տույժերի համար նախատեսված գումարը»,- եզրափակեց Մինասյանը:
