ԼՂՀ ՄԻՊ-ն ադրբեջանցիների կողմից խաղաղ բնակիչների սպանության փաստերը կներկայացնի միջազգային կառույցներին

 ԼՂՀ Մարդու իրավունքների պաշտպանի գրասենյակը  պատրաստվում է ադրբեջանցիների կողմից խաղաղ բնակիչների սպանության փաստերը ներկայացնել միջազգային կառույցներին: Արցախից «Արմենպրես»-ի հետ զրույցում այս մասին հայտնեց ԼՂՀ ՄԻՊ Յուրի Հայրապետյանը:

«Այդ փաստաթղթերը պետք է ներկայացվեն միջազգային կառույցներին, քանի որ տվյալ դեպքում Ադրբեջանի կողմից կատարվել են մարդկության դեմ հանցագործություններ, դրանք ուղղված են եղել նաև խաղաղ բնակչության դեմ: Ինչպես գիտենք` Մարտունի,Մարտակերտ քաղաքները, խաղաղ բնակիչների տներն են ռմբակոծվել, ավերվել են գյուղեր և այլն: Ինչն առավել ցավալի է` զոհվել և վիրավորվել են երեխաներ: Փաստեր կան, որ նրանք սպանել են տարեց մարդկանց: Այդ սպանությունները զուգորդվել են նաև առանձնակի դաժանություններով: Չեմ ուզում բոլորը կրկնել»,-նշեց նա:

ԼՂՀ մարդու իրավունքների պաշտպանի խոսքով` այս փաստերը վկայում են, որ Ադրբեջանի կողմից խախտվել են միջազգային մարդասիրական իրավունքի նորմերը:

«Ես դիմել եմ ՄԱԿ-ի և Եվրախորհրդի մարդու իրավունքների հանձնակատարներին,  մարդու իրավունքների պաշտպանությամբ զբաղվող մի շարք միջազգային կառույցների` Amnesty International, Human Rights Watch  և այլն: Դիմել եմ նաև օմբուդսմենի եվրոպական ինստիտուտի ղեկավարությանը, որի անդամ ենք ես և Ադրբեջանի օմբուդսմենը: Այս դեպքում նա պարտավոր էր կարգի հրավիրել իր իշխանություններին, որ նման խախտումներ են թույլ տվել»,-շեշտեց նա:  

Յուրի Հայրապետյանն իր դիմումների արձագանք է համարում այն, որ ԼՂՀ քաղաքացիական բնակավայրերի և խաղաղ բնակիչների նկատմամբ տեղի ունեցող հանցավոր գործողությունների վերաբերյալ դատապարտող հայտարարությունները հրապարակվել են Եվրոպական օմբուդսմենների ինստիտուտի պաշտոնական «Euro Ombudsman» պարբերականում:

«Ես չեմ ակնկալում, որ այն մարմինները, որոնց մասին ասացի, պարտավոր են ինձ գրավոր պատասխան ուղարկել:  Ավելի քան համոզված եմ, որ նրանք որոշ քայլեր են ձեռնարկում: Ես հավատում եմ, որ քայլեր արվում են, կցանկանայի, որ ռեալ և կոնկրետ ինչ-որ բան արվեր: Մեծ սպասելիքներ ունեմ իմ գործընկերներից, որոնք նույն ինստիտուտի անդամ են: Ես դեռ դիմել եմ այդ մարմիններին: Որևէ ապացույց մենք չենք հասցրել ներկայացնել: Դրա համար մի քանի օր հետո կհավաքագրենք փաստերը, փաստաթղթերի կվերածենք, ես ևս մեկ անգամ կդիմեմ այդ մարմիններին` արդեն ներկայացնելու փաստերը և խնրելու, որ իրենք Ադրբեջանի իշխանությունների կազմակերպած վայրագություններին համապատասխան գնահատական տան»,-հավելեց նա:   

Յուրի Հայրապետյանի խոսքով` իրենք փաստերի հավաքագրումից հետո պետք է որոշում կայացնեն, թե որքանով ճիշտ կլինի դիմել միջազգային որևէ դատարան, որը կոչված է պատասխանատվության ենթարկելու այս կամ այն պետությանը, որը նման հանցագործություններ է կազմակերպել:

Արցախի օմբուդսմենի խոսքով` այս օրերին իր կողքին է Հայաստանի իր գործընկերը՝ Արման Թաթոյանը, ում ևս հրավիրել է Արցախ: «Խնդիրների լուծման համար փորձում ենք օգտագործել ՀՀ Մարդու իրավունքների պաշտպանի գրասենյակի մեծ ներուժը: ՀՀ ՄԻՊ-ը ևս դիմել է տարբեր կառույցներին.նրա խոսքն ավելի մեծ կշիռ ունի, քանի որ ՀՀ-ը ճանաչված պետություն է, ՄԱԿ-ի, Եվրախորհրդի անդամ: Մեծ սպասելիքներ ունեմ»,-եզրափակեց նա:
