ՀՀ Ազգային ժողովը քննարկում է ԱՊՀ երկրների շրջանակում արտաքին սահմաններում ճգնաժամային իրավիճակների առաջացման ու կարգավորման ժամանակ օգնություն ցուցաբերելու 2007 թվականի հոկտեմբերի 5-ին Դուշանբեում ստորագրված արձանագրությունը վավերացնելու հարցը: Արձանագրությունը ստորագրել են Հայաստանի, Բելառուսի, Ղազախստանի, Ղրղզստանի, Տաջիկստանի Հանրապետությունները և Ռուսաստանի Դաշնությունը:

Նախագիծը քննարկվել է ԱԺ արտաքին հարաբերությունների մշտական հանձնաժողովում և ստացել դրական եզրակացություն: Հանձնաժողովի նախագահ Արտակ Զաքարյանի խոսքով` 9-ամյա դադարից հետո է վավերացվում արձանագրությունը, քանի որ աշխարհում տեղի ունեցող իրադարձություններն են ստեղծել են դրա անհրաժեշտությունը: «Ղարաբաղյան հիմնախնդիրն ու Ղարաբաղյան ճակատում մեր խնդիրները նոր չեն ու այս համաձայնագրի վավերացմամբ չէ, որ պետք է դրանք լուծում ստանան: Բայց մենք շատ լավ գիտենք, թե ինչ է տեղի ունենում այսօրվա աշխարհում, հատկապես ահաբեկչական ալիքի զարգացման, միգրացիոն անօրինական հոսքերի շարժի ու եվրոպական տարածաշրջանում այդ հոսքերի հետ ահաբեկչակման տարրի ներթափանցման առնչությամբ: Այս պայմաններում է, որ ահաբեկչական խմբերի կողմից հասարակական, քաղաքական, տնտեսական օբյետներին սպառնացող վտանգների դեմ հավաքական պաշտպանության և միջոցառումների իրականացման անհրաժեշտություն է առաջանում»,-ասաց Արտակ Զաքարյանը:

Նրա խոսքով` արձանագրության մեջ հստակ բացատրվում է, որ «արտաքին սահման»-ը ԱՊՀ անդամ-երկրներից դուրս գտնվող երկրների հետ սահմաններն են: «Հայաստանի դեպքում խոսքը գնում է Թուրքիայի, Իրանի ու Վրաստանի սահմաններում հնարավոր ճգնաժամերի մասին: Այն պարտավորությունները, որ ստանձնում են ընդունող երկրները, որոնք միացել ու վավերացնում են արձանագրությունը, ոչ միայն ֆինանսական ու մարդկային ռեսուրսներ են պահանջում, այլև` մասնագիտական պատրաստվածություն»,-ասաց Արտակ Զաքարյանը: Նա շեշտեց հանգամանքը, որ Թուրքիան այս կամ այն կերպով ունի ներ գրավվածություն համաշխարհային ահաբեկչության մեջ և համագործակցում է ահաբեկչական կազմակերպությունների հետ, այս պարագայում անհրաժեշտ է ունենալ այդ սպառնալիքներին դիմակայելու մեխանիզմներ:

Պատգամավորը նաև նկատեց, որ ԱՊՀ անդամ-երկրների ողջ կազմը չէ, որ միացել է համաձայնագրին: Ադրբեջանը, Թուրքմենստանը, Ուզբեկստանը, Մոլդովան, Ուկրաինան չեն միացել, իսկ Բելառուսն որոշակի վերապահումով է միացել, մասնավորապես, այն չի համաձայնել անձնակազմ ուղարկել մասնակից երկրներ սահմանային ճգնաժամերի դեպքում:

ԱԺ-ում հարցի հիմնական զեկույցող ՀՀ կառավարությանն առընթեր ազգային անվտանգության ծառայության տնօրենի առաջին տեղակալ Ռոմիկ Հարությունյանը նշեց, որ «սահմանային ճգնաժամ»-ը ենթադրում է ոչ թե պատերազմական իրավիճակ, այլ սահմանային կետերում մարդկանց չկազմակերպված ներհոսք, որը հնարավոր է պայմանավորված լինի հարակից պետությունում պատերազմական կամ ահաբեկչական հարձակման հետ:
